96-11 May 31, 2011 RESOLUTION Purchase and Installation of Telecommunication Equipment Upgrade through State Contract T-1316 WHEREAS, the Township’s current telecommunication equipment was purchased approximately 18 years ago. It is a Nortel Telephone System facilitating each municipal building with its own set of extensions known as Centrex. This Centrex system over the years has become less and less efficient while becoming more and more expensive to operate; and WHEREAS, various telecommunication companies and solutions have been researched over the past four years resulting in the solution presented by North American Communications Resource, Inc. known as NACR to be the most efficient and cost effective solution to date; and WHEREAS, the current individual lines of the Nortel Telephone System that resides in 5 of the Townships main buildings will be upgraded to consolidate those individual lines with T-1 cable. This consolidation will reduce the Townships monthly reoccurring costs and provide a scalable platform for future voice and data needs; and WHEREAS, the NACR company has submitted a proposal to provide the following site equipment and installation cost summaries: Municipal Building $83,541.90 Police Building $55,180.40 Fire Headquarters $16,387.79 DPW/Engineering $17,466.19 Recreation Building $15,997.99 Municipal Building Data Cabling $47,306.99 Total $235,881.26 WHEREAS, the NACR proposal allows the Township to continue to use existing telephone handsets, utilize existing wire and recycle materials were ever possible. They also shall provide the necessary cabling in the Municipal Building to enable internal networking that is currently none existent; and WHEREAS, the Township of West Orange as a Local Government Unit, may without advertising for bids, purchase any goods or services under any contract for such goods or service entered into on behalf of the State of New Jersey, Division of Purchase and Property in the Department of Treasury pursuant to the provision of Local Public Contracts Law N.J.S.A. 40A:11-12; and NOW, THEREFORE BE IT RESOLVED, by the Municipal Council of the Township of West Orange hereby authorizes under State Contract T-1316 the contract with NACR, Inc., 246 Industrial West, Eatontown, NJ 07724 in the amount of $235,881.26. BE IT FURTHER RESOLVED, that the Business Administrator is hereby authorized to arrange to pay for

the contract with NACR, Inc., 246 Industrial West, Eatontown, NJ 07724 in the amount of $235,881.26. BE IT FURTHER RESOLVED, that the Business Administrator is hereby authorized to arrange to pay for the foregoing in accordance with the terms of said Purchase Order on behalf of the Township of West Orange from funds certified by the Chief Financial Officer.
