1 Public Meeting – February 5, 2013 The Township Council of the Township of West Orange met in the Council Chambers, 66 Main Street, West Orange, New Jersey at 7:00 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 29, 2012. Roll Call: Present: Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Cirilo Absent: None The Township Council identified and presented for unanimous consent, Item 5 (Minutes), Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. A. Tucker, 42 Harrison Avenue, West Orange Rosary Morelli, 22 Ralph Road, West Orange Jean Lackey, 17 Linden Avenue, West Orange Mekonnen Ruddy, Chestnut Street, West Orange Pompeo Cirelli, 342 Northfield Avenue, West Orange Marisa Siha, 31 Oak Avenue, West Orange There was no one else who wished to be heard and the public hearing was closed.

2 Minutes The public minutes of January 22, 2013, as amended, were approved as submitted. Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #20-13 Resolution Authorizing Raffle Licenses Resolution #23-13 Resolution Terminating the Inter Local Agreement with the Borough of Roseland Previously Executed for Certain Animal Control Services Resolution #24-13 Resolution Authorizing an Addendum to the Right of Way Agreement with Fibertech to Add Four Utility Poles Along Ridgeway Avenue near Northfield Avenue Resolution #26-13 Resolution Authorizing the West Orange Township Council to Apply for and Accept a Subgrant Award of the Federal Fiscal Year 2012 of the Department of Homeland Security Emergency Management Performance Grant Program Funding and for the County Chief Financial Officer to Amend the Budget and Certify the Availability of Funds Resolution #28-13 Resolution Authorizing the Self Unclaimed Vehicles at a Public Auction Pursuant to State and Local Laws Ordinances on Second and Final Reading – None Ordinances on First Reading Ordinance #2368-13 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-32.1, HANDICAPPED PARKING ON STREETS OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF

3 WEST ORANGE was introduced and passed on first reading. The Clerk read the ordinance by title only. Following discussion and on motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the ordinance was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 19, 2013. Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney and Councilwoman Spango voting “Aye”. Council President Cirilo was absent at the time of voting. Resolution #21-13 Resolution Authorizing the Award for Architectural/Engineering Services to Herbst Musciano Architects, 611 Main Street, 2nd Floor, Boonton, NJ 07009 in the Amount of $30,380.00 Following discussion and on motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Guarino, Councilwoman McCartney, Councilwoman Spango and Council President Cirilo voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #22-13 Resolution Authorizing the Award of Contract for Social Media Coordination Services With Bashkoff Enterprises for One (1) Year from February 1, 2013 thru January 31, 2014 in an Amount NTE $12,000 Following discussion and on motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above mentioned resolution was adopted. Councilman Guarino, Councilwoman McCartney, Councilwoman Spango and Council President Cirilo voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #25-13 Resolution Authorizing an Agreement with Direct Ignition, LLC, West Orange, for Marketing and Branding Services for One (1) Year from February 1, 2013 thru January 31, 2014 in an Amount NTE $15,000 Following discussion, a motion was made by Council President Cirilo and seconded by Councilwoman McCartney to amend the above mentioned resolution. All members voting “Aye” to amend. On motion made by Councilman Guarino and seconded by Councilwoman Spango, the above mentioned resolution was adopted.

Resolution #27-13 Improvement of Mountain Drive and Highwood Road, Award of Professional Services Contract for Professional Engineering and Land Surveying Services, Keller and Kirkpatrick, Inc., 301 Gilbraltar Drive, Suite 2A, Morris Plains, NJ 07950 in an amount not to exceed $15,300.00 Following discussion and on motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Guarino, Councilwoman McCartney, Councilwoman Spango and Council President Cirilo voting “Aye”. Councilman Krakoviak voting “Nay”.
