1 Public Meeting – February 19, 2013 The Township Council of the Township of West Orange met in the Council Chambers, 66 Main Street, West Orange, New Jersey at 7:00 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 29, 2012. Roll Call: Present: Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Cirilo Absent: None The Township Council identified and presented for unanimous consent, Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time: Cece Benson, Colony Drive West, West Orange Shawn Pagan, representing Wolf den Pack 110 There was no one else who wished to be heard and the public hearing was closed. Bills The Bill List was received and ordered paid. A summary of the Bill List is attached. Resolutions The following Resolutions were adopted: Resolution #29-13 Resolution Authorizing Raffle Licenses
2 Resolution #30-13 Resolution Authorizing the Reimbursement of the 2012 Snow Removal Costs to Said Qualified Private Communities Resolution #31-13 Resolution Authorizing the Reimbursement of the 2012 Snow Removal Costs to Said Qualified Private Communities Resolution #33-13 Resolution Authorizing Tax Refunds Due to Duplicate Payments for First Quarter 2013 Resolution #34-13 Resolution Authorizing the Township to Apply for the 2013 New Jersey Historic Preservation Fund Sub- Grant (for CLG – Certified Local Grant) in an Amount of Not Less Than $9,000 and Not More than $24,999 Resolution #35-13 Resolution Authorizing an Executive Session to Discuss Contract Negotiations Ordinances on Second and Final Reading Ordinance #2368-13 On motion made by Councilman Guarino and seconded by Councilman Krakoviak, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-32.1, HANDICAPPED PARKING ON STREETS OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. Following discussion and on motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”.
3 Ordinances on First Reading Ordinance #2369-13 AN ORDINANCE AMENDING THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ESTABLISHING FEES AND RATES AT GINNY DUENKEL POOL FOR THE 2013 SEASON, was introduced and approved on first reading. All members voting “Aye”. The Clerk read the ordinance by title only. On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on March 5, 2013. All members voting “Aye”. Resolution #32-13 Resolution Authorizing a Contract with Goose Control Technologies for a Term of One Year During 2013 at a Rate of $3,000.00 Theresa DeNova, Health Officer, commented on the above resolution and responded to questions from Council. Following discussion and on motion made by Councilwoman Spango and seconded by Council President Cirilo, the above mentioned resolution was adopted. Councilman Guarino, Councilwoman McCartney, Councilwoman Spango and Council President Cirilo voting “Aye”. Councilman Krakoviak voting “Nay”. The Council adjourned into Executive Session to discuss a matter of Contract Negotiations. The Council returned from Executive Session and on motion made by Councilman Krakoviak and seconded by Councilman Guarino, the meeting was adjourned at 8:16 p.m. All members voting “Aye”. KAREN J.
