1 Public Meeting – March 25, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:10 p.m. JoAnn Behar, Deputy Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township Council identified and presented by unanimous consent, Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilman Cirilo and seconded by Councilman Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Lawrence Saphire, 1 Merrywood Drive, West Orange Mark Meyerowitz, 19 Howell Drive, West Orange Clare Silvestri, 20 Grand View Avenue, West Orange Sue Freivald, 10 Ridgeview Avenue, West Orange There was no one else who wished to be heard and the public hearing was closed. Arlington, New Jersey 07856 for an Amount NTE $8,110.00 Resolution #62-14 Resolution Authorizing an Agreement with Peter Soriero, d/b/a Allied Risk Management Services, 3 Cypress Point Lane, Monroe Township, NJ 08831, for Insurance Consulting Services and Risk Management in an Amount NTE $20,000 Ordinances on Second and Final Reading Ordinance 2402-14 On motion made by Councilman Cirilo and seconded by Councilman Guarino, AN ORDINANCE CREATING NEW TOWNSHIP CODE SECTION, CHAPTER 2, SECTION 5.3 IN ORDER TO CREATE NEW POSITION OF “DIRECTOR OF STAFF OPERATIONS”, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.

4 The Council President asked if there was anyone who wished to be heard. Sue Freivald, 10 Ridgeview Avenue, West Orange commented on the above ordinance. There was no one else who wished to be heard and the public hearing was closed. Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Ordinance #2403-14 On motion made by Council President McCartney and seconded by Councilman Guarino, AN ORDINANCE AMENDING CHAPTER 2, SECTION 14.2 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, ENTITLED “DEPARTMENT GENERALLY; TABLE OF ORGANIZATION”, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Ordinance on First Reading Ordinance #2404-14 AN ORDINANCE CREATING CHAPTER 25, SECTION 15A OF THE REVISED GENERAL ORDINANCE OF THE TOWNSHIP OF WEST ORANGE, ENTITLED “PROHIBITION OF CERTAIN ADVERTISING ON REAL PROPERTY WITHOUT OWNER’S PERMISSION”, was introduced and passed on first reading. The Clerk read the ordinance by title only.

5 On motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on April 22, 2014. All members voting “Aye”. Resolution #47-14 Resolution Authorizing a Professional Service Contract with Robert Candido, Esquire for the Position of Township Prosecutor for Calendar Year 2014 Following discussion and on motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #51-14 Resolution Authorizing Emergency Temporary Appropriation for the Purpose of Funding Eminent Tax Appeals Prior to Adoption of 2014 Budget – NJS 40A:4-20 Following discussion and on motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #53-14 Resolution Authorizing Agreement with Emergency Communications Network, LLC for automatic Emergency and Notification System Following discussion and on motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #63-14 Resolution Authorizing a Contract for the Project “Reconstruction of the Outdoor Wading Pool at the Ginny Duenkel Municipal Pool, William Street and Cherry Street” to Cypreco Industries, Inc. 1420 9th Avenue, Neptune, New Jersey 07754 for the Base Bid and Alternate No. 1 in the Amount of $227,723

6 Deputy Director Leonard Lepore commented on the above resolution and responded to questions from Council. Deputy Director William Kehoe commented on the above resolution and responded to questions from Council. Mayor Parisi commented on the above resolution. Clare Silvestri, 20 Grand View Avenue, West Orange commented on the above resolution. Sue Freivald, 10 Ridgeview Avenue, West Orange commented on the above resolution. Following discussion and on motion made by Council President McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. On motion made by Council President McCartney and seconded by Councilman Cirilo, the meeting was adjourned at 10: 30 P.M.
