1 Public Meeting – April 8, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:52 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township Council identified and presented by unanimous consent, Item 5 (Minutes), Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Councilman Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. 2 There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of March 11, 2014 (Revised) were approved as submitted. Bills The Bill List was received and ordered paid. A summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #64-14 Resolution Authorizing Raffle Licenses Resolution #65-14 Resolution Authorizing the 2013 Reimbursement for Services to Private Communities for the Cost of Street Lighting Resolution #66-14 Resolution Authorizing License Agreement Between Township and Montclair YMCA for Use of Duenkel Pool for 2014 Season Resolution #68-14 Resolution Authorizing Temporary Budget Appropriation Pursuant to N.J.S.A. 40A:4-19 Resolution #69-14 Authorization to Calculate the Township’s Tax Collection Rate by Taking Into Account 2013 Tax Appeals and Provide Property Tax Payers the Tax Relief Benefit Offered by N.J.S.A. 40A:4-41(C)(2) Resolution #71-14 Resolution Authorizing a Professional Services Contract to T&M Associates, 11 Tindall Rd., Middletown, NJ 07748-2792 to Provide Investigative and Remediation Services at the Public Works Building, 25 Lakeside Avenue, in the Amount of $39,300
3 Resolution #72-14 Resolution Authorizing a Professional Services Contract to Hatch Mott MacDonald, 111 Wood Avenue South, Iselin, NJ 08830 to Provide Services at the Four Fire Houses and the First Aid Squad for the Preparation of an Asbestos Management Plan for a Fee NTE $22,700 Resolution #73-14 Resolution Awarding a Professional Services Contract to Matrix New World Engineering Inc., 26 Columbia Turnpike, Florham Park, NJ 07932 to Provide Professional Engineering and Land Surveying Services for the Improvement of Mt. Vernon Avenue for a Fee NTE $12,300.00 Ordinances on Second and Final Reading – None Ordinances on First Reading Ordinance #2405-14 AN ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATION AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE CIVIL SERVICE SYSTEM OF THE STATE OF NEW JERSEY, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on April 22, 2014. All members voting “Aye”. Ordinance #2406-14 CALENDAR YEAR 2014 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14) was introduced and passed on first reading. All members voting “Aye”. The Clerk read the ordinance by title only. On motion made by Councilwoman Spango and seconded by Councilman Krakoviak, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on April 22, 2014. All members voting “Aye”.
4 Resolution #67-14 Resolution to Introduce the 2014 Local Municipal Budget Following discussion and on motion made by Councilman Cirilo and seconded by Councilwoman Spango, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #70-14 Resolution Authorizing Change Order No. 1 for the Reconstruction of the Outdoor Wading Pool at the Ginny Duenkel Municipal Pool to Cypreco Industries, Inc. 1420 9th Avenue, Neptune, NJ 07754 in the Amount of $30,000 Following discussion and on motion made by Council President McCartney and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Councilwoman Spango was not present at the time of voting. Prior to adjournment, the Clerk asked Councilwoman Spango how she was voting on resolution 70-14. Councilwoman Spango voted “Aye.” The Minutes of this meeting are on file in the Office of the Municipal Clerk. On motion made by Council President McCartney and seconded by Councilman Guarino, the meeting was adjourned at 9:51 p.m. All members voting “Aye”. KAREN J.
