1 Public Meeting – May 20, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:07 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township Council identified and presented by unanimous consent, Item5 (Minutes), Item 8 (Bills) and Item 9 (Certain Resolutions). *It is noted that Councilman Guarino arrived at 7:11 p.m. On motion made by Councilwoman Spango and seconded by Councilman Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Jim Troisi, President West Orange First Aid Squad Christine Bosco, 4 Masson Place, West Orange Clare Silvestri, 20 Grandview Avenue, West Orange Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of May 6, 2014 were approved as submitted.

2 Bills The Bill List was received and placed on file. A Summary of the Bill List is attached. Resolutions The following Resolutions were adopted: Resolution #92-14 Resolution Authorizing the West Orange Office of Emergency Management to Accept Funds from a Sub-grant Award of the Federal Fiscal Year 2013 Resolution #93-14 Resolution Authorizing Raffle Licenses Resolution #94-14 Resolution to Authorize Abandoned Car Sale at Twin Towing, Inc. and Select Towing, Inc. Ordinances on Second and Final Reading – None Ordinances on First Reading - None Resolution #95-14 Resolution Authorizing a Professional Services Contract to Keller & Kirkpatrick, Inc., 301 Gibraltar Drive, Suite 2A, Morris Plains, NJ 07950 to Provide Professional Engineering Services for the 2014 Street Improvements for a Fee NTE $15,800 Deputy Director Leonard Lepore commented on the above resolution and responded to questions from Council. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #96-14 Resolution Authorizing the Use of Open Space Trust Funds for the Purpose of Obtaining a Land Survey and Appraisals for Property Located at 762 Pleasant Valley Way, Block 154-21, Lot 34 Deputy Director Leonard Lepore commented on the above resolution and responded to questions from Council.

3 Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. The Minutes are on file in the Office of the Municipal Clerk. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the meeting was adjourned at 8:09 P.M.
