1 Public Meeting – June 10, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:36 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township identified and presented by unanimous consent, Item 5 (Minutes), Item 7 (Reading of Petitions and Communications and Bids), Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilman Guarino and seconded by Councilman Cirilo, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Minutes The Public Minutes of May 20, 2014 were approved as submitted.
2 Reading of Petitions and Communications and Bids – Reappointment Letter on behalf of the Township Council to reappoint Bart Quentzel to the Zoning Board as Alternate #1 for a term of two (2) years beginning on July 1, 2014 and expiring on June 30, 2016 Bills The Bill List was received and ordered paid. 3 Resolution #107-14 Resolution Authorizing Fireworks Display – West Orange Recreation Department Resolution #108-14 Resolution Authorizing Animal Control Services, Inter-Local Agreement Resolution #110-14 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey Resolution #111-14 Resolution Authorizing a Refund of Duplicate Payment of Second Quarter 2014 Taxes to Listed Taxpayer(s) Resolution #112-14 Resolution Authorizing an Agreement with Garden State Laboratories, Inc. for Public Health Testing Services from January 1, 2014 through December 31, 2014 for a fee of $5,000 Ordinances on Second and Final Reading – None Ordinances on First Reading Ordinance #2410-14 AN ORDINANCE AMENDING CHAPTER 7, SECTION 50.1 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, ENTITLED PARKING METERS “DEFINITIONS” , was introduced and passed on first reading. The Clerk read the ordinance by title only. Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on June 24, 2014. All members voting “Aye”. Ordinance #2411-14 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-32.2, RESTRICTED PARKING ZONES, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE – HANDICAPPED PARKING SPACE (S) – 8 SHEPARD TERRACE AND 20 LLEWELLYN AVENUE, was introduced and passed on first reading. The Clerk read the ordinance by title only. Following discussion and on motion made by Council President McCartney and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on June 24, 2014.

Resolution #102-14 Resolution Authorizing Contracts for Township Attorney and Assistant Township Attorney Following discussion and on motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #109-14 Resolution Authorizing Shared Services/Inter-Local Agreement between Township of West Orange and West Orange Board of Education for Installation of New Bleachers at the West Orange High School Athletic Complex Following discussion and on motion made by Councilwoman Spango and seconded by Council President McCartney, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #113-14 Resolution Authorizing a Professional Services Contract to PS&S, 67B Mountain Boulevard Extension, P.O. Box 4039, Warren, NJ 07059 to Provide Professional Engineering and Land Surveying Services for Bleacher Modifications at West Orange High School Baseball Field for a Fee NTE $10,800 Deputy Director Leonard Lepore commented on the above resolution and responded to questions from Council. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. ABC HEARING On motion made by Councilman Guarino and seconded by Council President McCartney, the Council adjourned and reconvened as the ABC Board. All members voting “Aye”. Resolution #517-14 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2014-2015 License Term
5 All appropriate fees have been paid and requirements met. Following discussion and on motion made by Council President McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilman Cirilo and seconded by Council President McCartney, the Council adjourned as the ABC Board and returned as the Township Council. All members voting “Aye”. The Minutes are on file in the office of the Municipal Clerk. On motion made by Council President McCartney and seconded by Councilman Cirilo, the meeting was adjourned at 9:05 P.M.
