1 Public Meeting – June 24, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:17 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township Council identified and presented by unanimous consent, Item 6 (Report), Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Councilman Cirilo, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Clare Silvestri, 22 Grandview Avenue, West Orange Earl Turner, Mt. Pleasant Avenue, West Orange Mariel Clemenson, 4 Cherrywood Circle, West Orange Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. Report The Municipal Judge’s Report for the Month of May, 2014 was received and placed on file. Bills The Bill List was received and ordered paid. A summary of the Bill List is attached.
2 Resolutions The following resolutions were adopted: Resolution #114-14 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2014 – December 31, 2014 in the Amount of $12,000 for the Township Police Athletic League Resolution #115-14 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2014 – December 31, 2014 in the Amount of $9,500 for Mountain Top League Resolution #117-14 Resolution Authorizing Financial Reimbursement to Twenty (20) Private Communities for the Costs of Snow Removal Resolution #118-14 Resolution Authorizing Reimbursement to Llewellyn Park for the 2013 Leaf Collection Costs in the Amount of $68,544.26 Resolution #120-14 Resolution Authorizing a Professional Services Contract to Suburban Consulting Engineers, Inc., 100 Valley Road, Suite 202, Mt. Arlington, NJ 07856 to Provide Professional Engineering Services for the 2014 Street Improvements – Phase 3 – Oxford Terrace, Dartmouth Road and Winding Way for a Fee NTE $15,959.00 Resolution #121-14 Resolution Authorizing a Professional Services Contract for 2014 Real Estate Appraisal Services to Associated Appraisal Group, 50 Park Place, Newark, NJ 07102 in an Amount NTE $60,000 Resolution #122-14 Resolution Authorizing a Change Order in the Amount of $3,200.00 for the Professional Services Contract with Suburban Consulting Engineers, Inc., 100 Valley Road, Mt. Arlington, NJ 07856 to Design Four (4) House Sanitary Sewer Connections at 3, 7,11 and 17 Ludington Road
3 Resolution #123-14 Resolution Authorizing and Exemption from Real Estate Taxes to a Totally Disabled Veteran at 3 Reid Street (Block 160.03, Lot 9) Resolution #124-14 Resolution Authorizing the Purchasing Agent on Behalf of the Township of West Orange to Issue and Execute a Purchase Order in the Amount of $48,434.00 to Harley Davidson of Long Branch, 671 Broadway, Long Branch, NJ 07740 for Two (2) 2015 Harley Davidson Solo Law Enforcement Motorcycles Resolution #125-14 Resolution Authorizing the Township of West Orange Tax Collector to Prepare and Mail Estimated Tax Bills in Accordance with P.L. 1994, c.72 Resolution #126-14 Resolution Authorizing an Award of Contract with Reggio Construction, Inc., 1575 West Street, Fort Lee, NJ 07024 for 2014 Road Improvements, Phase I Various Streets – Whittles Avenue and Mayfair Drive in the Amount of $825,000.00 Resolution #127-14 Resolution Authorizing an Award of Contract with A&J Contractors Group, Inc., 105 Federal Road, Monroe Township, NJ 08831 for the Moore Terrace Roadway & Sanitary Improvements in the Amount of $560,856.00 Resolution #128-14 Resolution Authorizing the Municipality to Apply for the 2013 Recycling Tonnage Grant Ordinances on Second and Final Reading Ordinance #2410-14 On motion made by Councilman Guarino and seconded by Council President McCartney, AN ORDINANCE AMENDING CHAPTER 7, SECTION 50.1 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ENTITLED PARKING METERS, “DEFINITIONS”, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this was the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard.
4 There was no one who wished to be heard and the public hearing was closed. Following discussion and on motion made by Councilwoman Spango and seconded by Council President McCartney, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance #2411-14 On motion made by Councilwoman Spango and seconded by Councilman Guarino, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-32.2, RESTRICTED PARKING ZONES, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, HANDICAPPED PARKING SPACE(S) – 8 SHEPARD TERRACE AND 20 LLEWELLYN AVENUE, was taken up on second and final reading All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinances on First Reading Ordinance #2412-14 AN ORDINANCE AMENDING AN ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE MUNICIPAL EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATION AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE GUIDELINES OF THE NJ DEPARTMENT OF PERSONNEL, was introduced and passed on first reading. The Clerk read the ordinance by title only. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on July 22, 2014.

Resolution #116-14 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2014 – December 31, 2014 in the Amount of $45,000 for the West Orange Community House Following discussion and on motion made by Councilman Krakoviak and seconded by Council President McCartney, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Krakoviak, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Guarino recused himself from the above. Resolution #119-14 Resolution Authorizing an Extension of Contract with Mobility Coach, 413 Melrose Way, Monroe Township, NJ 08831 for the Licensed Motor Vehicle Drivers for the Midtown Direct Shuttle Bus Program for Period of Two (2) Years Commencing on July 1, 2014 and Ending June 30, 2016 at the Prices Bid Under Alternate No. 2 for a Total Two Year Cost of $348,535.20 Deputy Director Leonard Lepore commented on the above and responded to questions from Council. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Cirilo, the above mentioned resolution was adopted. All members voting “Aye”. ABC HEARING On motion made by Councilman Cirilo and seconded by Council President McCartney, the Council adjourned and reconvened as the ABC Board. All members voting “Aye”. Ken Kayser, Esq. commented on the ABC resolutions and responded to questions from Council. All licensees have met the requirements for renewal and all fees have been paid, therefore the following resolutions were adopted by Council. Resolution #518-14 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2014-2015 License Term On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted.

Resolution #519-14 Hearing on Renewal for 2014-2015 License Term – Huguitos (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #520-14 Hearing on Renewal for 2014-2015 License Term – AMC Entertainment International (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #521-14 Hearing on Renewal for 2014-2015 License Term –DJF – 4SIXTY6 (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #522-14 Hearing on Renewal for 2014-2015 License Term – Suzy Que’s (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #523-14 Hearing on Renewal for 2014-2015 License Term – Essex House (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”.
7 Resolution #524-14 Hearing on Renewal for 2014-2015 License Term – Angelitos (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #525-14 Hearing on Renewal for 2014-2015 License Term – Harrison Avenue Tavern (Special Conditions) On motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. All member voting “Aye”. Resolution #526-14 Resolution Referring ABC Conflict License to the ABC Director for Renewal – Starlite Pizzeria On motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilman Krakoviak and Council President McCartney voting “Aye”. Councilwoman Spango recused herself from the above resolution. On motion made by Councilman Guarino and seconded by Council President McCartney, the Council adjourned as the ABC Board and returned as the Township Council. All members voting “Aye”. The Minutes are on file in the office of the Municipal Clerk. On motion made by Council President McCartney and seconded by Councilman Guarino, the meeting was adjourned at 8:49 P.M.
