1 Public Meeting – October 7, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:11 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township identified and presented by unanimous consent, Item 5 (Minutes), Item 8 (Bills), and Item 9 (Certain Resolutions). On motion made by Councilman Guarino and seconded by Councilman Cirilo, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Mariel Clemenson, 4 Cherrywood Circle, West Orange Susan Lenchek, 224 Eagle Rock Avenue, West Orange Althia Tweiten, 15 Edgar Road, West Orange Roz Moskowitz, 11 Wedgewood Avenue, West Orange Christopher DarConte, 50 Lenox Terrace, West Orange Arthur Gordon, 3 Garfield Avenue, West Orange Mark Meyerowitz, 19 Howell Drive, West Orange Rosary Morelli, Ralph Road, West Orange Christine Bosco, 4 Masson Place, West Orange Anthony Puglisi, Essex County Public Information Officer Melissa Evans, 8 No. Koewing Place, West Orange There was no one else who wished to be heard and the public hearing was closed.
2 Minutes The Executive Session Minutes of May 6, 2014, November 12, 2013 and Public Minutes of September 23, 2014 were approved as submitted. Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #186-14 Resolution Affirming Township’s Adherence to PILOT Agreement with West Orange Senior Citizens Housing Association Regarding Renna House, as Initially Authorized by Resolution 1476-72 Resolution #187-14 Resolution Authorizing an Abandoned Car Auction at Select Towing Services, Inc. Resolution #188-14 Resolution Authorizing the Rejection of the Four Bids Received for Snow Plowing, Hauling & Salting Services for Years 2014 & 2015 Ordinances on Second and Final Reading Ordinance #2424-14 A motion made by Council President McCartney and seconded by Councilwoman Spango, AN ORDINANCE AMENDING CHAPTER 25, SECTION 9.12 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE (HOURS OF OPERATION FOR BUSINESS OPERATING IN RESIDENTIAL ZONES IN THE TOWNSHIP OF WEST ORANGE (This ordinance was originally held over from September 9, 2014). After a brief discussion, the Council tabled the ordinance. All members voting “Aye”. Ordinance #2429-14 On motion made by Councilman Guarino and seconded by Councilwoman Spango, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-12, PARKING PROHIBITED FOR STREET CLEANING AND MAINTENANCE, SUBSECTION 7-14.1c, NIGHT PARKING RESTRICTED ON CERTAIN STREETS AND SUBSECTION 7-14.7, ALTERNATE SIDE PARKING, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE – CARY STREET, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this was the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.
3 The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. Following discussion and on motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Resolution #189-14 Resolution Authorizing an Agreement Between American Multi-Cinema Inc. (AMC) and the Township of West Orange Granting Permission to the West Orange Police Department to Enter the Property at 495 Prospect Avenue, West Orange for the Purpose of Conducting Law Enforcement Activities and Training Following discussion and on motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the Council adjourned and reconvened as the Alcoholic Beverage Control Board. All members voting “Aye”. ABC HEARING Resolution #530-14 Hearing on Person to Person Transfer, WHKG to Cecelia Grabowski (Pocket to Pocket) The licensee met all requirements and fees have been paid. On motion made by Councilman Guarino and seconded by Councilman Krakoviak, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #532-14 Hearing on Renewal Resolution for 2014-2015 License Term All licensees have met the requirements for renewal and all fees have been paid. On motion made by Councilman Guarino and seconded by Council President McCartney, the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilman Guarino and seconded by Council President McCartney, the Council continued as the Township Council. All members voting “Aye”.
