Public Meeting – October 21, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:07 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township identified and presented by unanimous consent, Item 5 (Minutes), Item 6 (Report), Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Council President McCartney, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Teresa DeNova, Health Officer There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of October 7, 2014 were approved as submitted. Report The Municipal Judge’s Report for the Month of September, 2014 was received and placed on file. Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #190-14 Resolution Authorizing a License Agreement between the County of Essex, New Jersey and the Township of West Orange for Use of a Tower Located in the Eagle Rock Reservation for the Installation, Use and Maintenance of the Township’s Communication System Equipment at No Cost to the Township of Fees, Utility Charges or Rental Charges Resolution #192-14 Resolution Authorizing Cost of Mailing for Electronic Tax Sale Ordinances on Second and Final Reading Ordinance #2425-14 On motion made by Councilwoman Spango and seconded by Council President McCartney, BOND ORDINANCE AUTHORIZING VARIOUS IMPROVEMENTS IN CONNECTION WITH THE CAPITAL ASSESSMENT IN RESPECT OF THE JOINT MEETING OF ESSEX AND UNION COUNTIES IN AND FOR THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NJ APPROPRIATING $1,300,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,300,000 BONDS OR NOTES TO FINANCE PART OF THE COST THEREOF, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. On motion made by Councilman Cirilo and seconded by Councilman Guarino, the Council voted to postpone adoption of the above mentioned ordinance. All members voting “Aye”. Ordinances on First Reading - None Resolution #191-14 Resolution Authorizing Change Order No. 1 in the Amount of $190,000 for the Project 2014 Street Improvements, Phase II, Various Streets with A&J Contractor’s Group, Inc., 105 Federal Road, Monroe Township, NJ for the Additional Improvement and Resurfacing – Vosseler Court, Stanford Court and Whitman Street Deputy Director Leonard Lepore commented on the above and responded to questions from Council. Following discussion and on motion made by Councilman Cirilo and seconded by Councilwoman Spango, the abovementioned resolution was adopted. All members voting “Aye”. The Minutes of this meeting are on file in the office of the Municipal Clerk. On motion made by Councilman Guarino and seconded by Councilman Krakoviak, the meeting was adjourned at 9:01 P.M.
