1 Public Meeting – Monday, November 10, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:04 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Mayor Parisi was also in attendance. Absent: None The Township identified and presented by unanimous consent, Item 5 (Minutes), Item 7 (Reading of Petitions and Communications and Bids, Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilman Guarino and seconded by Councilwoman Spango, the consent agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Richard Leonard, 12 Fernwood Avenue, Roseland Clare Silvestri, 20 Grand View Avenue, West Orange Rosary Morelli, 22 Ralph Road, West Orange Christine Bosco, 4 Masson Place, West Orange Mark Meyerowitz, 19 Howell Drive, West Orange Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The Executive Session Minutes of August 21, 2012, November 27, 2012, January 22. 2013, February 19, 2013, March 5, 2013, March 19, 2013, May 7, 2013, August 20, 2013, September 17, 2013 and October 1, 2013 were approved as submitted
2 Reading of Communications and Bids Letter from Mayor Parisi for advice and consent of the Township Council to re-appoint Joseph Riopel to the West Orange Public Library Board effective January 1, 2015 and continuing through December 31, 2019 Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #195-14 Resolution Authorizing a Refund of Duplicate Payment of Taxes Resolution #196-14 Resolution to Award a One Year Service Contract for Snow Plowing and Removal Services for the year(s) 2014-2015 to the Vendors listed on Schedule A Resolution #197-14 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey Resolution #198-14 Resolution Awarding a Contract for the Providing of Recreational Hockey Services to the Residents of West Orange for the Period of January 1, 2014 – December 31, 2014 in the Amount of $10,000 for Mountain Top League Resolution #199-14 Resolution Appointing Thomas Belli, West Orange Fire Captain as Municipal Fire Official for a Three (3) Year Term Effective December 1, 2014 and Expiring on November 30, 2017 Resolution #200-14 Resolution Authorizing an Abandoned Car Auction Resolution #201-14 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services for the Senior Citizens of West Orange for the Period of January 1, 2014 – December 31, 2014 in the Amount of $2,000 to Pleasantdale Senior Citizens, JCC Council Senior Citizens, The John P. Renna House, Eagle Rock Senior Citizens, Woodland Valley Senior Social Gathering, Women’s Club, Prime Timers and the Knitting Club
3 Resolution #202-14 Resolution Amending Resolution 18-14, Emergency Temporary Appropriation Resolution for the Purpose of Funding Eminent Tax Appeals NJSA 40A:4-20 Resolution #203-14 Resolution Authorizing Issuance of Raffle License(s) Ordinances on Second and Final Reading – None Ordinances on First Reading Ordinance #2429-14 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-12, PARKING PROHIBITED FOR STREET CLEANING AND MAINTENANCE SUBSECTION 7-14.1c, NIGHT PARKING RESTRICTED ON CERTAIN STREETS AND SUBSECTION 7-14.7, ALTERNATE SIDE PARKING, OF THE REVISED GENERAL ORDINANCES OF THE TOWNHSIP OF WEST ORANGE – CARY STREET, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on November 25, 2014. *Please note, this ordinance was adopted previously but because of an error in advertising had to be reintroduced. All members voting “Aye”. Ordinance #2430-14 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-19, THROUGH STREETS, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE – LINCOLN AVENUE, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilwoman Spango and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on November 25, 2014. All members voting “Aye”. Ordinance #2431-14 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-20, STOP INTERSECTIONS, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE – JAMES COURT AND ALAN STREET AND MOUNTAIN DRIVE AND HIGHWOOD ROAD, was introduced and passed on first reading.
4 The Clerk read the ordinance by title only. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on November 25, 2014. All members voting “Aye”. Resolution #193-14 Resolution Certifying the West Orange Arts Council’s Non Profit 501-C3 Corporation as a Fully Endorsed Non Profit Eligible for Insurance Coverage Under the Township’s Participation in the Garden State Municipal Joint Insurance Fund Following discussion and on motion made by Councilman Cirilo and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #194-14 Resolution Granting Approval to Submit a Grant Application and Execute a Grant Contract with the NJ Department of Transportation for the 2015 Improvements to Various Streets Projects – Belgrade Terrace (between Bradford Avenue & Club Blvd.) and Cherry Street (between Harrison Avenue. and Franklin Ave.) Deputy Director Leonard Lepore commented on the above and responded to questions from Council. Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Councilman Guarino recused himself.
