1 Public Meeting – April 28, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:13 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 4, 2014. Roll Call: Present: Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Guarino Absent: None The Township identified and presented for unanimous consent, Item 4 (Minutes), Item 5 (Report) and Item 7 (Bills). On motion made by Councilman Cirilo and seconded by Council President Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Roz Moskowitz, Pleasant Valley Way Civic Association Rodolfo Rodriguez, Deputy Mayor, 22 Ashwood Terrace, West Orange Clare Silvestri, 20 Grandview Avenue, West Orange Anthony Puglisi, Public Information Officer, Essex County Robin Miller, Forest Hill Road, West Orange There was no one else who wished to be heard and the public hearing was closed. Minutes The Executive Session and Public Meeting Minutes of April 14, 2015 were approved as submitted. Report The Municipal Judge’s Report for the Month of March, 2015 was received and placed on file.

2 Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following Resolutions were adopted: Resolution #102-15 Resolution Granting Limited Waiver of Obligation to Install Sidewalks on Extended Portions of Nance Road and Colonial Woods Drive Resolution #120-15 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey Resolution #121-15 Resolution Authorizing the Issuance of Raffle Licenses Resolution #122-15 Resolution Authorizing Execution of Co-Location Agreement for Verizon at 280 Pleasant Valley Way Resolution #123-15 Resolution Authorizing Adoption of the 2015 Essex County All Hazard Mitigation Plan Update Resolution #124-15 Resolution Authorizing an Emergency Contract to Eliminate the Over Flow of Sanitary Sewage into the Basement of the Home at 7 Lessing Court Resolution #125-15 Resolution Authorizing Competitive Contracting Process- Computer IT Services Resolution #126-15 Resolution Authorizing an Abandoned Car Auction Resolution #127-15 Resolution Authorizing the Municipal Budget to be Read by Title Only PUBLIC HEARING on the 2015 Municipal Budget On motion made by Councilman Cirilo and seconded by Councilwoman Spango, the public hearing on the 2015 Local Municipal Budget was opened. All members voting “Aye”.

3 The Clerk made the following statement: “Council President, this is the time fixed for the public hearing on the Municipal Budget and Tax Resolution for 2015. The Budget was approved on First Reading by the Township Council on March 24, 2015, was advertised, as required, on April 2, 2015, together with notice of hearing for this time. A copy of the Municipal budget was posted on the bulletin board in the Municipal Building as well as the Public Library. If anyone wants a copy of the budget, they are available on the table, please come forward. Councilmembers, listed on tonight’s agenda is resolution 127-15 authorizing the budget to be read by title only”. The Clerk read the resolution in full. Council President Guarino outlined the procedure for the budget hearing and declared the hearing open and asked if anyone wished to be heard. There was no one who wished to be heard. On motion made by Councilman Cirilo and seconded by Councilwoman Spango, the public hearing on the 2015 Local Municipal Budget was closed. All members voting “Aye”. Ordinances on Second and Final Reading Ordinance #2447-15 On motion made by Council President Guarino and seconded by Councilwoman McCartney, CALENDAR YEAR 2015 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilman Cirilo and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinances on First Reading. Ordinance #2449-15 AN ORDINANCE CREATING CHAPTER 2, SECTION 61 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ENTITLED “PEDESTRIAN SAFETY ADVISORY BOARD” was introduced and passed on first reading.

4 The Clerk read the ordinance by title only. On motion made by Council President Guarino and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on May 26, 2015. All members voting “Aye”. The Minutes are on file in the Office of the Municipal Clerk. On motion made by Councilman Krakoviak and seconded by Councilwoman Spango, the meeting was adjourned at 8:01 P.M. All members voting “Aye”. KAREN J.
