1 Public Meeting – May 12, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:05 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 4, 2014. Roll Call: Present: Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Guarino Absent: None The Township identified and presented for unanimous consent, Item 4 (Minutes), Item 7 (Bills) and Item 8 (Resolutions). On motion made by Councilwoman Spango and seconded by Councilman Cirilo, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Rosary Morelli, 22 Ralph Road, West Orange Mariel Clemenson, 4 Cherrywood Circle, West Orange Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of April 28, 2015 were approved as submitted.

2 Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #128-15 Resolution Authorizing Execution of License Agreement for Use of Pool Facilities by Montclair YMCA Resolution #130-15 Resolution Permitting Display of Fireworks at Essex County Country Club Resolution #131-15 Resolution Permitting Display of Fireworks at Rock Spring Club Resolution #132-15 Resolution Permitting Display of Fireworks at Degnan Field/West Orange High School Resolution #133-15 Resolution Permitting Display of Fireworks at Montclair Golf Club Resolution #134-15 Resolution Authorizing an Abandoned Car Sale on May 26, 2015 at Twin Towing Inc. and Select Towing & Repair Resolution #136-15 Resolution Authorizing Appropriation Cancellation Pursuant to N.J.S.A. 40A:4-60 Resolution #138-15 Resolution Authorizing the 2014 Reimbursement for Services to Private Communities – Street Lighting Resolution #139-15 Resolution Authorizing Execution of License Agreement with KB Events, LLC Regarding Slide the City Event

3 Ordinances on Second and Final Reading Ordinance #2448-15 On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, AN ORDINANCE AMENDING CHAPTER 25, SECTIONS 51.16, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE (REVISION OF ZONING ORDINANCE), was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinances on First Reading Ordinance #2450-15 BOND ORDINANCE AUTHORIZING VARIOUS CAPITAL IMPROVEMENTS IN AND FOR THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $6,298,200 THEREFORE AND AUTHORIZING THE ISSUANCE OF $5,998,280 BONDS OR NOTES TO FINANCE PART OF THE COST THEREOF, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilwoman Spango and seconded by Council President Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on May 26, 2015. All members voting “Aye”. Resolution #129-15 Resolution Authorizing Execution of First Amendment to Lease Agreement with HANDS, Inc.

4 Following discussion and on motion made by Councilman Cirilo and seconded by Councilwoman McCartney, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #135-15 Resolution to Amend Introduced 2015 Municipal Budget On motion made by Councilman Cirilo and seconded by Council President Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, and Council President Guarino voting “Aye”. Councilwoman Spango was not in Council chambers at the time of voting. Resolution #137-15 Resolution to Adopt the 2015 Municipal Budget On motion made by Councilman Cirilo and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #140-15 Resolution Authorizing an Additional Appropriation and Expenditure in the Amount of $1,000 to Suburban Consulting Engineers, Inc., 100 Valley Road, Suite 202, Mt. Arlington, NJ On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay”. The Minutes of this meeting are on file in the Office of the Municipal Clerk. On motion made by Council President Guarino and seconded by Councilman Cirilo, the meeting was adjourned at 8:53 P.M.
