1 Public Meeting – June 23, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:06 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 4, 2014. Roll Call: Present: Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Guarino Absent: None The Township identified and presented for unanimous consent, Item 4 (Minutes), Item 7 (Bills) and Item 8 (Resolutions). On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. A Summary of the Bill List is attached. *Resolution(s) adopted on Consent Agenda: a. 160-15 Resolution to Authorize an Award of Bid to Bay Head Investments, Inc. d/b/a VCI for Two 2016 Ford E-450 Chassis or Equivalent for the Remounting and Refurbishing of Two Township Emergency Medical Ambulances for a Total Cost of $192,700.44. 3 Resolution(s) Removed from Consent Agenda Resolution 161-15 p. 161-15 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2015 – December 31, 2015 in the Amount of $45,000. for the West Orange Community House (Kehoe) On motion made by Council President Guarino and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman Spango, Councilwoman McCartney and Council President Guarino voting “Aye”. Councilman Krakoviak abstained from the vote. Resolution 164-15 q. 164-15 Resolution to Rescind Resolution 126-15 Dated April 28, 2015 for the Auction Taken Place May 12, 2015. (DeSantis) On motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman Spango, Councilwoman McCartney and Council President Guarino voting “Aye”. Councilman Krakoviak abstained from the vote. Resolution 169-15 r. 169-15 Resolution Awarding a Professional Services Contract T & M Associates, 11 Tindall Road, Middletown, New Jersey 07748-2797 to Provide Additional Professional Environmental Site Remediation Services at the Public Works Building, 25 Lakeside Avenue which contained a leaking underground storage tank under the direction, supervision and responsibility of an LSRP, established by the Site Remediation Reform Act (SRRA) all in accordance with their proposal dated April 20, 2015 for a total fee not to exceed $13,900.00. (Lepore) On motion made by Council President Guarino and seconded by Councilwoman McCartney, the All members voting “Aye”.

4 Ordinances on Second and Final Reading Ordinance 2451-15 On motion made by Councilwoman McCartney and seconded by Council President Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-20, Stop Intersections of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance 2453-15 On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance 2454-15 On motion made by Council President Guarino and seconded by Councilwoman McCartney, Ordinance Vacating Designation of Public Street Pursuant to N.J.S.A. 40:67-18, and

5 Authorizing Initiation of Private Sale of Real Property Pursuant to N.J.S.A. 40A:12- 13(b)(5), was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President Guarino and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance 2455-15 On motion made by Council President Guarino and seconded by Councilwoman Spango, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classifications and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee Under the Guidelines of the New Jersey Department of Personnel, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. At 7:48 p.m., on Motion made by Council President Guarino and seconded by Councilman Krakoviak, the Council adjourned and entered into a hearing as the ABC Board. All members voting “Aye”.

6 ABC Matter(s) Resolution 534-15 Person to Person Transfer of Liquor License #0722-33-008-005 (PANORAMA, LLC -from- T.E.G.M. INC.) Robert Williams, Esq. appeared on behalf of T.E.G.M., Inc. and Frank Pomaco, Esq. appeared on behalf of Panorama, LLC. Following a brief discussion, and on motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. All members voting “Aye”. Resolution 536-15 536-15 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2015-2016 License Term Following a brief explanation by Ken Kayser, Assistant Township Attorney that the Police Department had recommended renewal of licensees and that licensees had tax clearance, and have paid their State and Township fees, and on motion made by Council President Guarino and seconded by Councilman Cirilo, the above mentioned resolution was adopted. All members voting “Aye”. At 7:55 p.m., on Motion made by Council President Guarino and seconded by Councilwoman McCartney, the Council adjourned as the ABC Board and returned as Council. All members voting “Aye”. On Motion made by Council President Guarino and seconded by Councilwoman McCartney the meeting was adjourned at 7:56 p.m. All members voting “Aye”.
