1 Conference Meeting – November 10, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:33 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 1, 2014. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney and Council President Guarino Absent: None There were 3 presentations on the Conference Agenda. Rodolfo Rodriguez on behalf of the West Orange Hispanic Foundation, Sherrill Austin, Executive Director of the Community Improvement Association of the Oranges (CIAO) and Wayne DeFeo with regard to the West Orange Recycling Center. 2 Sue Frievald – Ridgeview Avenue Wayne DeFeo – Reliable Wood Products, LLC There was no one else who wished to be heard and the public hearing was closed. *Review of Consent Agenda *Approval of Minutes of Previous Meeting The Public Minutes of October 27, 2015 were approved as submitted. *Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. *Resolution(s) adopted on Consent Agenda: a. 263-15 Resolution Stating No Objection to the Rock Spring Club’s Issuance of a License For Use of A Helicopter to Deliver Santa Claus (Legal-Buffman) This resolution would state that the Township Council does not object to the Rock Spring Club’s application for a temporary license to the New Jersey Department of Transportation. A temporary license is needed in order for the Rock Spring Club to have a helicopter land at the club property to deliver Santa Claus to club members and their guests in attendance for a holiday celebration on December 13, 2015 at approximately 1:30 p.m. b. 264-15 Resolution of Support from Local Governing Body Authorizing the Sustainable Jersey Grant Application (McCartney) c. 265-15 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) d. 266-15 Resolution Authorizing Execution of Settlement and Release of Mortgage as to 6 Mellon Avenue (Legal-Duffy) This resolution would authorize the execution of a Settlement and Release of Mortgage, whereby the Township would accept payment from Nationstar Mortgage in the amount of $2,000 in exchange for the release and satisfaction of a mortgage held by the Township of West Orange Housing Rehabilitation Program against real property located at 6 Mellon Avenue, Block 175.10, Lot 28. e. 267-15 PULLED f. 268-15 Introduction of the 2016 Downtown West Orange Alliance Budget (Brill) g. 269-15 Resolution Authorizing an Agreement with the Essex County Division of Senior Services to Provide Partial Funding for Senior Citizen Public Health Nurse for the Contract Period of January 1, 2016 through December 31, 2016 in the Amount of $16,127.00 (DeNova)
3 On motion made by Council President Guarino and seconded by Councilwoman McCartney, the consent agenda was approved. All members voting “Aye.” Ordinance(s) on First Reading a. Ordinance 2469-15 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-20, Stop Intersections, of the Revised General Ordinances of the Township of West Orange-Stop Intersection at Sheffield Terrace and Dartmouth Road with a Stop Sign on Sheffield Terrace (Lepore) On motion made by Council President Guarino and seconded by Councilwoman McCartney, the above mentioned ordinance was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 24, 2015. All members voting “Aye”. b. Ordinance 2470-15 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange-Handicapped Parking Stall – 28 Cross Street (Lepore) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above mentioned ordinance was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 24, 2015. All members voting “Aye”. At 9:55 p.m., on Motion made by Council President Guarino and seconded by Councilwoman McCartney, the Council the meeting was adjourned. All members voting “Aye”.
