1 Conference Meeting – December 15, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:30 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 1, 2014. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney and Council President Guarino A citation was presented to the West Orange PAL Mustangs 2015 HCYFL Middleweight Champions, Dave Cubie, Director of the W.O. Public Library gave an update of events taking place at the Library. Nominations for the new Council President were made. Councilman Krakoviak nominated himself for the position seconded by Councilwoman Casalino. Councilman Cirilo nominated himself, seconded by Councilwoman McCartney. A roll call vote was taken. Councilman Victor Cirilo received the following votes; Councilwoman Casalino, Councilman Cirilo, Councilwoman McCartney, and Council President Guarino. Councilman Krakoviak voted for himself. The motion was carried for Councilman Cirilo to serve as the 2016 Council President. The Council selected liaisons to serve on the following Boards: Planning Board-Susan McCartney, Local Assistance Board – Michelle Casalino, ERSCHA (Degnan House)-Victor Cirilo, WOSCHA (John P. Renna House) – Jerry Guarino, Downtown West Orange Alliance- Jerry Guarino, West Orange Municipal Alliance Committee-Michelle Casalino, West Orange Arts Council-Susan McCartney, Open Space and Recreation Committee-Joe Krakoviak and the newly established position of liaison to the Public Relations Commission-Michelle Casalino. A Summary of the Bill List is attached. *Resolution(s) adopted on Consent Agenda: a. 276-15 Resolution Authorizing Execution of Contracts for Senior Citizen Services (Legal- Duffy) This resolution would authorize the execution of contracts with seven (7) organizations to provide recreational, social, and educational services to the senior citizens of the Township of West Orange. b. 277-15 Resolution Authorizing an Exemption from Real Estate Taxes to a Disabled Veteran- 376 St. Cloud Avenue - Block 159.11, Lot 16 (Tax Assessor) c. 278-15 Resolution Authorizing an Exemption from Real Estate Taxes to a Disabled Veteran- 28 Blackburne Terrace - Block 153.15, Lot 15 (Tax Assessor) d. 279-15 Resolution Authorizing an Exemption from Real Estate Taxes to a Disabled Veteran- 21 Fowler Drive - Block 178.35, Lot 21 C0166 (Tax Assessor) e. 280-15 Resolution Authorizing an Exemption from Real Estate Taxes to a Disabled Veteran- 52 Edgewood Avenue (Block 159.07, Lot 37.05) (Tax Assessor) f. 281-15 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey g. 282-15 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) h. 283-15 Resolution Authorizing Amendment to Agreement with Delta Dental of New Jersey, Inc. 3 This resolution would authorize an amendment to the Township’s existing agreement with Delta Dental of New Jersey, Inc. (“Delta”), whereby Delta would continue to provide dental insurance for Township employees for a one-year term from January 1, 2016 through December 31, 2016, at the guaranteed rates set forth at Attachment A to the resolution. i. 285-15 Resolution Authorizing the Township to Apply for the 2016 New Jersey Historic Preservation Fund Sub-Grant (for CLG-Certified Local Grant) in an Amount of Not Less Than $9,000. and Not More Than $15,000 (Skinner) This Certified Local Government grant does not require a match. j. 286-15 Resolution Authorizing an Award of Contract for the 2016 Janitorial Services to Excellent Building Services Corp., 70 South Jefferson Street, Orange, NJ 07050 in an Amount NTE $44,376. (DeSantis) k. 287-15 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Lienholder Due to Payment Posted in Error (Gagliardo) l. 288-15 Resolution Authorizing Refund of Duplicate Payment to Listed Property Owners – 4th Quarter Taxes (Gagliardo) m. 289-15 Resolution Authorizing 2016 Renewal of JIF Membership (Legal-Duffy) This Resolution would authorize the renewal of the Township’s membership in the Garden State Joint Insurance Fund for the period between January 1, 2016 and December 31, 2016, for the following types of coverage: Workers’ Compensation and Employer’s Liability; General Liability, including law enforcement and public officials liability; Motor vehicle liability; and Property damage (buildings, contents, equipment, and motor vehicle). n. 290-15 Resolution Authorizing Emergency Appropriation Pursuant to N.J.S.A. 40A:4-46 and N.J.S.A. 40A:4-48 Due to Health Benefit Claims (Gross) o. 291-15 Resolution Authorizing Sale of Notes for Emergency Appropriation Pursuant to N.J.S.A. 40A:4-51 Due to Health Benefit Claims (Gross) p. 292-15 Resolution Authorizing Transition to Bi-Weekly Payroll (Legal-Duffy) This resolution would authorize the amendment of the Township’s Human Resources Policies and Procedures to provide for the transition from weekly payment to bi-weekly payment of salaries to all employees, effective for all payroll periods subsequent to December 25, 2015. On motion made by Councilman Cirilo and seconded by Council President Guarino, the consent agenda was approved. All members voting “Aye.”

4 Resolution(s) Removed from Consent Agenda q. 275-15 Public Hearing and Adoption of Downtown West Orange Alliance Special Improvement District 2016 Budget (Brill) On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned resolution was adopted. Councilwoman Casalino, Councilman Cirilo, Councilwoman McCartney, and Council President Guarino voting “Aye.” Councilman Krakoviak voting “Nay.” r. 284-15 Community Development Block Grant (CDBG) 2016 Priority List (Planning- (Carlucci) On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned resolution was adopted. Councilwoman Casalino, Councilman Cirilo, Councilwoman McCartney, and Council President Guarino voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinance(s) on Second and Final Reading Ordinance 2471-15 a. On motion made by Councilman Cirilo and seconded by Council President Guarino, Revised Ordinance Amending Chapter 2, Section 52.2 - Public Relations Commission, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. At 9:20 p.m., on motion made by Council President Guarino and seconded by Councilwoman McCartney, the Council the meeting was recessed. All members voting “Aye”.

5 The Council entered into a hearing as the ABC Board. The following ABC resolution was addressed: a. 553-15 Resolution Authorizing a Person to Person/Place to Place Transfer of License 0722-33-055-005 from Y.S.T., Inc. t/a Yoshi-Sono Japanese Restaurant to MAC-643, LLC On motion made by Council President Guarino and seconded by Councilwoman Casalino, the above mentioned resolution was adopted.
