Conference Meeting - April 5, 2016 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:33 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 14, 2015. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney and Council President Cirilo A presentation was made by Theresa DeNova, West Orange Health Officer and representatives of NJ American Water with regard to the concerns about the water supply in the Township. ayor Parisi with Regard to the Appointment of Chief Judge for the Municipal Court of West Orange was approved as submitted. *Resolution(s) adopted on Consent Agenda: 93-16 Resolution Request for Subordination of Mortgage/Williams, Block 113.01, Lot 136-4 Park Terrace (Planning) This resolution submitted by request of the Planning Department authorizes the subordination of Mortgage on the Property at 4 Park Terrace for which the Township holds a $20,000 mortgage as part of the Township's Housing Rehabilitation program. The subordination of mortgage allows the homeowner to refinance its mortgage owed on the property. 96-16 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members voting "Aye". Resolution(s) Removed from Consent Agenda: 94-16 Resolution Authorizing an Executive Session for the Purpose of Discussing Personnel Issues Relating to the Municipal Court (Legal-Trenk) On motion made by Councilman Guarino and seconded by Council President Cirilo, the above mentioned resolution was adopted. All members voting "Aye". 95-16 Resolution Authorizing a Contract with Millennium Strategies, LLC, Caldwell, NJ in the Amount of $2,333.33 per Month to Perform Grant Writing Services for the Township (Legal-Moon) On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above mentioned resolution was adopted. Councilwoman Casalino, Councilwoman McCartney and Councilman Guarino voting "Aye." Councilman Krakoviak voting "Nay." Council President Cirilo recused himself from the vote. 97-16 Resolution to Authorize an Award of Contract for Residential Energy Aggregation Consultant Services to Gabel Associates (Legal-Buffman) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above mentioned resolution was adopted. Councilwoman Casalino, Councilwoman McCartney, Councilman Guarino and Council President Cirilo voting "Aye." Councilman Krakoviak abstained from the vote. At 9:03 p.m., on motion made by Council President Guarino and seconded by Councilman Guarino, the Council meeting was adjourned. All members voting "Aye".
