1 Conference Meeting – September 20, 2016 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:38 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 14, 2015. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney and Council President Cirilo. Dana Rone, Essex County Register of Deeds and Mortgages gave an informative presentation on how to best protect yourself against fraud suggesting that residents should check on the deeds to their property biannually. 2 Paula Dickson Taylor – Watchung Avenue Mariel Clemenson – Cherrywood Circle Mark Meyerowitz – Howell Drive Tammy Williams – HRC Chair Sharon Sherman – 7 Lakeview Drive There was no one else who wished to be heard and the public hearing was closed. *Review of Consent Agenda *Approval of Minutes of Previous Meeting The September 6, 2016 Public Meeting minutes were approved as submitted. *Resolution(s) adopted on Consent Agenda: a. 214-16 Resolution Authorizing an Award of Contract to Pascack Data Services, 200 Central Ave., Suite 100, Hawthorne, New Jersey 07506 as an Authorized Distributor Under the Dell NASPA New Jersey Contract, Vendor Code #95AHB, Master Agreement #MNWNC-108, State of New Jersey addendum A89967 (DeSantis) The Township desires to authorize the purchase of fourteen (14) Dell Latitude Rugged Tablets with mounts and docks at a total cost of $58,281.54 for use by the Fire Department. b. 215-16 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey (Gagliardo) c. 216-16 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) d. 217-16 Resolution Authorizing Change Order No. 1 for the Contract Street Improvements 2016 with Reggio Construction, Inc., 1575 West Street, Fort Lee, New Jersey 07025 in the Amount of $75,000 Representing a 2.23 Percent Increase in the Original Contract Amount to Mill and Repave “Old” Pleasant Valley Way from Dawes Avenue to Just North of Lincoln Avenue (Lepore) On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members voting “Aye.” Resolution(s) Removed from Consent Agenda e. 213-16 Resolution Authorizing the Execution of an Agreement with the New Jersey Civil Service Commission for the Operation of an Employee Assistance Program (Legal-Moon) On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above mentioned resolution was approved as amended. All members voting “Aye.”
3 Ordinance(s) on First Reading Ordinance 2492-16 a. On motion made by Council President Cirilo and seconded by Councilman Guarino, Bond Ordinance Amending Bond Ordinance Number 2475-16 Finally Adopted by the Township Council of the Township of West Orange on February 9, 2016 was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 6, 2016. All members voting “Aye”. Ordinance 2493-16 b. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-14.3, Parking Time Limited on Certain Streets During Certain Hours of Certain Days, 7-26.1, Bus Stops (at Various School Locations) and Subsection 7-14.9, Parking Prohibited Adjacent to Schools of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 6, 2016. All members voting “Aye”. At 9:26 p.m., on motion made by Council President Cirilo and seconded by Councilwoman McCartney, the meeting was adjourned. All members voting “Aye”.
