1 Conference Meeting – March 21, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:47 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak. Absent: Councilwoman Casalino A Proclamation on behalf of the Mayor was presented for Brain Injury Awareness Month by Councilman Cirilo. Jack Sayers gave an update on the Redevelopment on Main Street. 2 At this time, Richard Trenk, Township Attorney and Shirley Bishop, Affordable Housing Consultant responded to the questions raised during public comment regarding the West Essex Highlands. The Council responded at this time. *Review of Consent Agenda *Approval of Minutes of Previous Meeting The Executive Session minutes of February 21, 2017 and the Public Meeting minutes of March 7, 2017 were approved as submitted. *Resolution(s) adopted on Consent Agenda: a. 77-17 Authorizing the Mayor to Accept a $15,000. Grant from the State of NJ, Department of Environmental Protection Historic Preservation Office and to Execute the Grant Agreement for an Architectural Survey Project in the Area Within the Township Designated the “Lower Gregory Neighborhood” (Legal-Moon) b. 78-17 Resolution Approving a Tax Appeal Settlement for 300 Executive Drive, West Orange, NJ, Block 155, Lot 42.01 (Legal-Trenk) c. 79-17 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) d. 80-17 Resolution Approving the Financial Agreement Between the Township of West Orange and Valley Road Residential Urban Renewal, LLC, Pursuant to the Long Term Tax Exemption law N.J.S.A. 40A:20-1 et seq. (Legal) e. 81-17 Resolution Authorizing an Agreement with Associated Appraisal Group, Inc., 6 Commerce Drive, Third Floor, Cranford, NJ to Provide Residential Appraisal Services to the Township for the Period of March 1, 2017 through December 31, 2017 for an Amount NTE $60,000. (Legal) f. 82-17 Resolution Authorizing the Township Chief Financial Officer to Refund to the Life Christian Church the Sum of $29,347. Which Represents Certain Duplicative Permit Fees Paid as a Result of Construction and Improvement of the Property Located at 747 Northfield Avenue, West Orange (Legal) g. 83-17 Resolution Authorizing the Purchasing Agent to Acquire and have Installed Dell Computer Equipment from Pascack Data Services, Inc., 200 Central Ave., Suite 100, Hawthorne, New Jersey 07506, a Contracted Distributor for State Contract Vendor Dell Marketing, LP #A89967 NASPO M- 0483 in the Amount of $64,261.68 for the West Orange Police Department (Purchasing) h. 84-17 Resolution Autnorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey (Gagliardo) i. 85-17 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer

Special Assessment Bonds, Series 2017 of the Township of West Orange, In The County of Essex, New Jersey and Providing for Their Sale (Legal-Bond Counsel) n. 90-17 Resolution Authorizing an Executive Session for the Purpose of Discussing Affordable Housing Issues and Garden Homes (Legal-Trenk) On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members present voting “Aye.” At this time, Richard Trenk, Township Attorney and Joe Alpert, The Alpert Group, LLC responded to the Council’s questions regarding 80-17 Resolution Approving the Financial Agreement Between the Township of West Orange and Valley Road Residential Urban Renewal, LLC, Pursuant to the Long Term Tax Exemption law N.J.S.A. 40A:20-1 et seq. At approximately 8:25 p.m. the Council went into executive session for the purpose of discussing Affordable Housing Issues and Garden Homes. At 10:24 p.m., the Council returned from Executive Session. There were no Pending or New Matters to be discussed. At 10:25 p.m., on motion made by Councilman Guarino and seconded by Councilman Cirilo, the meeting was adjourned. All members present voting “Aye”.
