1 Conference Meeting – May 9, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:36 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak. A presentation and short film was presented by Deena Rubin-Shuttle Advocates of Redwood and Pleasantdale with regard to the jitney service in that area of town. Mr. Sayers gave an update as to the progress of the Redevelopment project on Main Street. The Council responded at this time. *Review of Consent Agenda *Approval of Minutes of Previous Meeting The Public Meeting and Executive Session minutes of April 25, 2017 were approved as submitted. *Resolution(s) adopted on Consent Agenda: Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak. a. 103-17 Resolution Authorizing 3rd Amendment to Agreement Between the Life Christian Church and the Township of West Orange (Legal-Trenk) b. 104-17 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey (Gagliardo) c. 105-17 PULLED d. 106-17 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2508-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Calendar Year 2017 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4-45.14) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard.

On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2509-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employees Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Councilwoman Casalino commended the West Orange Fire Department on a rescue they were involved in. She also stated that the W.O. High School graduation ceremony was being held at the high school this year because of renovations being done at the Codey Arena and asked that the Police department be notified. At 8:44 p.m., on motion made by Councilman Krakoviak and seconded by Councilman Guarino, the meeting was adjourned. All members present voting “Aye”. ABC Matter On motion made by Councilman Krakoviak and seconded by Councilwoman McCartney, the Council reconvened as the ABC Board to hear the following matter: a. 573-17 Resolution Authorizing a Place to Place Transfer and Trade Name Change for License No. 0722-33-059-008 Jenny’s LLC t/a La Delicia Restaurant, 274 Main Street On motion made by Councilman Krakoviak and seconded by Councilman Guarino, the resolution was approved. All members present voting “Aye.”
