1 Conference Meeting – May 23, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:37 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak. Councilwoman Casalino presented a Citation on behalf of the Township Council to Patty Duffy, Director-Social Services recognizing May as Older American Month. Mr. Sayers gave an update as to the progress of the Redevelopment project on Main Street. The Council responded at this time. *Review of Consent Agenda *Approval of Minutes of Previous Meeting-the Public Meeting minutes of May 9, 2017 were approved as submitted.

Timmerman Company, Inc., 3554 Route 22 West, Whitehouse, NJ 08888 in the Amount of $240,139.00 (DeSantis) On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” Public Hearing on the 2017 Municipal Budget Council President: The meeting will come to order. The Clerk will call the roll. Roll Call – Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney, Council President Krakoviak Clerk: This is the time fixed for the public hearing on the Municipal Budget and Tax Resolution for 2017. The Budget was approved on First Reading by the Township Council on April 25, 2017, was advertised, as required, on May 4, 2017, together with notice of hearing for this time. Copies were available to the public during the past week and a supply is here for anyone desiring a copy. Council President: Before opening this hearing, I wish to outline the procedure. Each person desiring to be heard will rise and give his or her name and address before speaking. I will recognize one speaker at a time, in order of rising, as nearly as I can determine. Address all questions to the Chair: where necessary they will be referred to individual members of the Governing Body or Municipal Officials. Questions must be confined solely to the Municipal Budget before us; School or County matters are not proper subjects of this hearing and cannot be discussed or answered here tonight. I will entertain a motion to open the public hearing on the Municipal Budget and Tax Resolution of 2017. All members present voting “Aye.” Ordinance 2513-17 c. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employees Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 27, 2017. All members present voting “Aye.” At 9:12 p.m., on motion made by Councilman Guarino and seconded by Councilman Cirilo, the meeting was adjourned. All members present voting “Aye”. ABC Matter On motion made by Councilman Cirilo and seconded by Councilman Guarino, the Council reconvened as the ABC Board to hear the following matter: Resolution 574-17 a. Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2017-2018 License Term On motion made by Councilman Guarino and seconded by Councilman Cirilo, the resolution was approved.
