AGENDA February 22, 2011 Township of West Orange 66 Main Street – 7:00 p.m. This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 19, 2010. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the office of the Municipal Clerk of the Township of West Orange on November 19, 2010. Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes, and shall at no time engage in any personally offensive or abusive remarks. The chair shall call any speaker to order who violates any provision of this rule. Ordinances on Second and Final Reading a. 2310-11 An Ordinance Amending and Supplementing Chapter 23 Section 1.1 of the General Ordinances of the Township of West Orange Entitled “Pool Fees and Rates” The purpose of this ordinance is to establish the fees and rates for the Ginny Duenkel Pool for the 2011 season. H/O b. 2311-11 An Ordinance Amending and Supplementing Chapter 25 Section 51.1 and 51.2 of the General Ordinances of the Township of West Orange Entitled “Application Procedures and Administrative Requirements” The purpose of this Ordinance is to incorporate the checklists prepared by the Department of Planning and Development into the portion of the ordinance establishing the process for the submission of development applications. This Ordinance also adds additional documents that must be provided when a development application is submitted to the Township of West Orange. Resolutions a. 28-11 Resolution Authorizing Raffle Licenses b. 29-11 Resolution Extending the Existing Contract for the Year 2011 for the Purchase of Auto Parts to the Following Companies: United Motors, Inc., Teaneck, NJ, Samuels Inc. t/a Buy Wise, Vauxhall, NJ and Sansone Ford Lincoln Mercury, Ocean, NJ. This resolution requests approval to extend existing contract for the purchase of automotive parts for the year 2011. The mentioned three vendors are all chosen because they offer the lowest price on a particular item on our list of parts. c. 30-11 Resolution Authorizing the Acceptance of a Grant from the NJ Health Officers Association in the Amount of $10,000. Which Will Be Used to Implement H1N1 Corrective Actions Within the Township This Resolution enables the Township of West Orange Health Department to accept $10,000 from the New Jersey Health Officers Association for an H1N1 Corrective Action Mini Grant. The NJHOA was able to secure funding to address the concerns that came out of this national effort and pass it along to local health departments through this grant. d. 31-11 Resolution Authorizing the Payment of the Base License Fee in the Amount of $304.00 to be Paid to the American Society of Composers, Authors and Publishers for Use of Music at Various Township Events. e. 32-11 Resolution Authorizing A Refund for Municipal Parking Permit Nos. 2240, 2241, 2242 and 2243 in the Amount of $233.33. These permits have been cancelled because the vehicles parked in the lot were over the weight limit allowed by ordinance. f. 33-11 Resolution Authorizing the Township to Enter Into a Federal Aid Agreement, No. 2011-DT-BLA- 202 with the NJ Department of Transportation for the Downtown West Orange Streetscape and Transportation Improvements g. 34-11Resolution Approving the Certification List for LOSAP for the Year 2010 h. 35-11 Resolution Authorizing Financial Reimbursements to Twenty Private Communities for the Cost of Street Lighting i. 36-11 Resolution Authorizing Financial Reimbursements to Twenty Private Communities for the Cost of Snow Removal j. 37-11 Resolution Authorizing Appropriation Transfer #5 k. 38-11 Resolution Authorizing an Executive Session for the Purpose of Discussing the Matters of Personnel and
