AGENDA March 29, 2011 Township of West Orange 66 Main Street – 7:00 p.m. This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 19, 2010. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the office of the Municipal Clerk of the Township of West Orange on November 19, 2010. Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes, and shall at no time engage in any personally offensive or abusive remarks. Hours of the Revised General Ordinances of the Township of West Orange This Ordinance amends the parking regulations to allow more daytime on street parking on High Street. Although parking is allowed overnight on both sides of High Street, it is currently subject to alternate side parking regulations during the daytime. This Ordinance rescinds the daytime alternate side parking regulations. To allow street cleaning and maintenance this ordinance creates a three hour period from 9:00 a.m. to 12:00 noon one day a week, but a different day for each side, when parking is prohibited. To facilitate snow plowing and removal one side of the street will be designated a snow emergency street. b. 2315-11 An Ordinance Amending and Supplementing Chapter 25-24.1(d) of the Revised General Ordinances of the Township of West Orange This legislation clarifies that a nonconforming use or structure may be restored or repaired in the event of a natural disaster such as a fire or flood. However, the Ordinance states that if more than fifty percent
(50%) of the total value of the structure is removed absent the occurrence of a natural disaster the structure cannot be restored or repaired without the appropriate approvals from the Zoning Board of Adjustment. c. 2316-11 Calendar Year 2011 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A:4-45.14) *11. The Township has two Community Development Block Grants totaling $437,000 for this project. f. 64-11 Resolution Authorizing a Contract with Frank H. Lehr Associates, 101 South Harrison Street, East Orange for Engineering Services Associated with the Improvement of Nicholas Avenue in the Amount of $25,450.00. This Professional Services Contract will provide the Township with design services for the improvement of Nicholas Avenue just east of Terrace Avenue with drainage collection and conveyance facilities, curb and pavement. These improvements will diminish the amount of silt and sediment being deposited in a stormwater detention facility behind 11 Redwood Avenue. g. 65-11 Resolution Authorizing a Contract with Petry Engineering for Engineering Services Associated with the Improvement of Woodland Avenue in the Amount of $19,600.00. This Professional Services Contract will provide the Township with design

This Professional Services Contract will provide the Township with design services to develop conceptual improvement plans for the three intersections of Woodland Avenue with Terrace Avenue, Redwood Avenue and Forest Avenue. All three intersections are located near or adjacent to the Redwood Elementary School, and the goal of these improvements is to improve both vehicular and pedestrian safety. h. 66-11 Introduction 2011 Local Municipal Budget i. 67-11 Resolution Authorizing Change Order No. 4 for the Reduction of $74,275.40 from the Total Amount Authorized for the 2009 Phase IV Street Improvements-Various Streets to D.L.S. Contracting, Inc. 633 Franklin Avenue, Suite 170, Nutley, NJ This Change Order reduces the amount of funds authorized for this project by $74,275.40 from $2,229630.98 to $2,155,355.58 which is the final contract amount for this project. j. 68-11 Resolution Authorizing a Fifth Amendment to the Agreement with the NJ Medical School Global Tuberculosis Institute at UMDNJ for the Period Between January 1, 2011 and December 31, 2011 at the Rate of $4,356. for TB Services The New Jersey Medical School Global Tuberculosis Institute at UMDNJ provides Physician Services for West Orange residents in the Health Department’s Tuberculosis Prevention and Control Program, as mandated by the State Department of Health. k. 69-11Resolution Authorizing a Subordination of Mortgage for 5 Marshall Street, West Orange, NJ
l. 70-11 Resolution Authorizing the Tax Collector to Rebate Payment to Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey m. 71-11 Resolution Appointing a Medical Director Dr. Anthony Quartell at the Salary of $1,000.00 Per Year For the Performance of Medical Assistance, Medical Attendance to and/or Medical Assessments of the Health and/or Injuries of Township Personnel. n. 72-11 Resolution Authorizing Change Order No. 1 to All State Technology in the Amount of $4,350.00 for the Maintenance of the Three Main Expansion Joints at the Ginny Duenkel Pool This Change Order authorizes an increase in the authorized funding for this contract by $4,350.00 to $116,350.00 from $112,000.00.
