1 Conference Meeting – October 3, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:37 p.m., Fatima Baez-Aguilar, Municipal Clerk’s Office Assistant read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney, Council President Krakoviak. David Peart, updated Council on the Oskar Schindler Performing Arts Center facility conditions. Mr. Gross gave an update on the progress of Phase I of the Redevelopment Project on Main Street. The Council responded at this time.

2 *Review of Consent Agenda *Approval of Minutes of Previous Meeting-Public Meeting September 19, 2017 were approved as submitted. *Report of Township Officers- None *Reading of Petitions and Communications and Bids – None *Resolution(s) adopted on Consent Agenda: a. 215-17 Resolution authorizing the collector of taxes to the rebate payment to the listed taxpayer pursuant to final judgement by the Tax Court of New Jersey (J. Gagliardo) b. 216-17 Resolution authorizing the collector of taxes to refund payment to the listed taxpayer due to an overpayment of taxes due to a duplicate payment (J. Gagliardo) c. 217-17 Resolution authorizing the issuance of Raffle Licenses (Clerk) d. 218-17 Resolution authorized to enter into a Professional Services Contract with Suburban Consulting Engineers, Inc., 6 US Highway 206, Suite 101, Flanders, New Jersey 07836 to provide Engineering and Land Surveying services for the project known as the improvements of Winding Way Phase II for a fee not to exceed $13,950 (L. Lepore) e. 219-17 Resolution to award contract for snow plowing and removal services years 2017-2018 (L. Lepore) f. 220-17 Resolution to authorize a contract to rent specialized equipment to be used for the leaf and snow collection seasons (A. DeSantis) g. 221-17 Resolution Authorizing Amendment to Design for Skate Park (A. DeSantis) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2525-17 On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, An Ordinance Amending Chapter 4, Sections 37.1 of the Revised General Ordinances of the Township of West Orange Repossession Activity was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard.

On motion made by Councilwoman Casalino and seconded Councilman Cirilo, the above-mentioned ordinance passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2526-17 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, Bond Ordinance providing for the acquisition of Real Property and its Development as a parking lot in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $575,000 therefore and authorizing the issuance of $547,500 Bonds or Notes of the Township to finance part of the cost thereof was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilman Guarino and seconded Councilwoman Casalino, the above-mentioned ordinance passed on second and final reading and ordered advertised according to law. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Ordinance 2527-17 On motion made by Councilman Guarino and seconded by Councilman Cirilo, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-18, One Way Streets, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. All members present voting “Aye.” Ordinance 2528-17 On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, An Ordinance Amending Chapter II, the Administrative Code of the Township of West Orange, Article IX, Administrative Policies and Procedures, to Include Previously Reserved Section 83 of the Revised General Ordinances of the Township of West Orange Creating an Identification Card Program for Residents of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Matt Dragon – 13 Sheridan Avenue On motion made by Councilwoman McCartney and seconded Councilman Cirilo, the above-mentioned ordinance passed as amended on second and final reading and ordered advertised according to law. Councilman Cirilo, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak voting “Aye.” Councilwoman Casalino, voting “Nay.”
