1 Conference Meeting – December 5, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:31 p.m., Karen J. Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney, Council President Krakoviak and Mayor Parisi. A presentation was made to the West Orange PAL Peewee Football Team and Cheerleaders and to the 8U Baseball team. Councilman Guarino made a few short remarks thanking Council President for his service and made a motion to nominate Councilwoman Susan McCartney as Council President. Councilman Cirilo thanked the Council President for his year of service and seconded the nomination. Councilwoman Casalino also thanked the Council President for his year of service as did Councilwoman McCartney. Councilwoman McCartney accepted the nomination and the Council unanimously elected Councilwoman McCartney as the 2018 Council President. Councilwoman Susan McCartney presented Council President Krakoviak with a plaque for his service as Council President. Mayor Parisi made a few remarks and thanked Councilman Krakoviak for his year of service and for working together with the administration. The Council Liaison appointments were discussed, and a resolution will be prepared for each appointment to be approved at the upcoming Council Meeting of January 9, 2018. Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. The West Orange Historic Preservation Commission made a presentation with regard to a recent survey of the historic architecture in the lower Gregory and Valley neighborhoods. Councilwoman Casalino abstained from this vote. *Report of Township Officers-None *Reading of Petitions and Communications and Bids Correspondence from Mayor Parisi re-appointing the Honorable Dennis Dowd effective January 1, 2018 for a three-year term ending December 31, 2020 and designate him as Chief Judge of the West Orange Municipal Court effective January 1, 2018. *Resolution(s) adopted on Consent Agenda: a. 246-17 Resolution Authorizing an Agreement with the Essex County Division of Senior Services in Connection with the Partial Funding of a Senior Citizen Public Health Nurse (DeNova) The Essex County Division of Senior Services has agreed to provide partial funding for a Senior Citizen Public Health Nurse for the contract period of January 1, 2018 through December 31, 2018, in the amount of $16,127. b. 247-17 Resolution Authorizing the Renewal of the Township’s Contract with Benecard for Prescription Drugs Benefit for a One Year Term Beginning January 1, 2018 through December 31, 2018 (Legal-Moon) c. 248-17 Resolution Authorizing the Execution of a Revised Scope of Work Attachment to the Township’s Participation Agreement as part of the New Jersey Clean Energy Program’s Direct Install Program for the Upgrade to the Lights at the West Orange Public Library (Legal-Moon) d. 249-17 Resolution of the Township of West Orange, In the County of Essex, New Jersey, Providing for an Emergency Appropriation in the Amount of $1,300,000 Pursuant to the Provisions of N.J.S.A. 40A:4-46 to Provide Funding of Insurance Claims and Authorizing An Emergency Note or Notes to Fund the Emergency Appropriation (Gross) e. 250-17 Community Development Block Grant (CDBG) 2018 Priority List (Planning-Miller)

3 f. 251-17 Resolution Authorizing the Township to Accept a 19,702 Square Foot Lot with 36 Parking Spaces for Use as Public Parking Located at 471 Pleasant Valley Way and 662 Eagle Rock Avenue, Block 176.05, Lots 12, 12.13 and 14 Currently Owned by the Pleasantdale Presbyterian Church (Legal-Moon) g. 252-17 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) h. 253-17 Introduction of the 2018 Downtown West Orange Alliance Budget (Brill) i. 254-17 Resolution Awarding the Contract to Sun Life for Stop Loss Coverage for the Township’s 2018 Health Insurance Coverage Effective January 1, 2018 (Gross) On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2532-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Establishing Chapter 23, Sections 5 of the Revised General Ordinances of the Township of West Orange (Township of West Orange Skate Park) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilman Guarino and seconded Councilwoman McCartney, the above-mentioned ordinance passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2533-17 On motion made by Councilwoman McCartney and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange – Handicapped Parking Spaces- 82 Valley Way and 24 Park Terrace was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard.

On motion made by Councilwoman Casalino and seconded Councilwoman McCartney, the above- mentioned ordinance passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2534-17 On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General and Subsection 7-33, School Zones, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilwoman Casalino and seconded Councilman Guarino, the above-mentioned ordinance passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Councilwoman McCartney asked that an Executive Session resolution be placed on the next council meeting agenda. Councilwoman Casalino requested that a list of completed capital projects be given to the Council. Council President Krakoviak asked his colleagues about having a dialogue with the speakers during public comment. The Council was not in favor of changing the current method for public comment. At 10:17 p.m., on motion made by Councilman Guarino and seconded by Councilwoman McCartney, the meeting was recessed until January 9, 2018.
