1 Conference Meeting – March 27, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:36 p.m., Karen J. Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, and Council President McCartney. In recognition of International Women’s Month, Council President McCartney on behalf of the Township Council recognized two Liberty Middle School students, Aaliyah Kamalei and Angelyn Cancel. Ms. Carol Black Lemon of the West Orange Arts Council began by giving an update about events taking place in the township. Ms. Amelia Panico7 introduced Aaliyah, who started her own line of all-natural cosmetic products called Nature’s Pout, LLC. Liberty Middle School teachers Nancy Silva and Sue Vaccaro spoke of Aaliyah’s accomplishments and expressed their pride in their students. Aaliyah spoke about her company and her ambitions for the future. Mr. Klempf, Liberty Middle School Principal introduced Angelyn, who started her own jewelry business called Rockwear Jewelry. He too expressed his pride in his students. Angelyn displayed her jewelry and spoke about her company. Councilwoman Casalino congratulated both of the girls on their accomplishments. Ms. Erin Bunger Johnson, Senior Research Associate of The Center for Research and Evaluation on Education and Human Services, an independent external evaluation research and assessment center within Montclair State University, presented the results of the Senior Citizen Survey with a power point presentation. Ms. Theresa DeNova, Health Officer, West Orange, spoke about the survey, and thanked her staff and others who were involved in the process. She explained that the township will seek grants going forward and will have a centralized location on line to make it easier for the senior citizens to access all information. This was followed by a question and answer session between Ms. Johnson, Ms. DeNova and the Council. Ms. DeNova said the senior citizen survey results would be put on line once she has the opportunity of meeting with the township department heads. It will also be placed at different locations throughout the town for anyone who may be interested in looking at it. Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. The Council responded at this time. *Review of Consent Agenda *Approval of Minutes of Previous Meeting- Public Meeting March 13, 2018 *Report of Township Officers – None *Reading of Petitions and Communications and Bids – None *Resolution(s) adopted on Consent Agenda: Resolution 96-18 Awarding a Contract to the Firm Mott MacDonald, 111 Wood Avenue South, Iselin, New Jersey 08830-4112 to Provide Professional Services for Plans, Specifications and Bid Documents and Contract and Grant Management and Administration for Three Electric Generators Funded by a Grant from the New Jersey Office of Emergency Management in Accordance with their Proposal dated March 6, 2018 for a Fee NTE $97,600 or $60,000 for Design Services and $37,600 for Contract and Grant Management Services (Lepore) was pulled from the agenda prior to approval on consent. a. 92-18 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer(s) Due to an Overpayment of Taxes Due to a Duplicate Payment (Gagliardo) b. 93-18 Resolution of Governing Body Certifying Compliance with N.J.S.A. 40a:4-5, as Amended by P.L. 2017, C. 183 with the United States Equal Employment Opportunity Commission (Legal- Kayser) c. 94-18 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) d. 95-18 Resolution Authorizing a Competitive Contracting Process for the Food and Beverage Concession Stand at Ginny Duenkel Municipal Pool (DeSantis) e. 97-18 Resolution Supporting the 2018 UDrive. UText. UPay. Distracted Driving Crackdown from April 1 – 21, 2018 (Police-Morella) On motion made by Councilman Cirilo and seconded by Councilman Guarino, the consent agenda was approved. All members present voting “Aye.”
3 Ordinances on Second and Final Reading Ordinance 2538-18 On motion made by Councilman Guarino and seconded by Councilman Cirilo, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-13, Parking Prohibited at All Times on Certain Streets, of the Revised General Ordinances of the Township of West Orange – Brook End Drive was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Ken Kayser, Assistant Township Attorney read a letter from Stephen P. Sinisi, Esq., representing Alaris Health at West Orange explaining that they wish to withdraw previously made comments and/or objections to the proposed parking prohibition ordinance for Brook End Drive. There was no one else who wished to be heard and the public hearing was closed. On motion made by Councilman Cirilo and seconded by Councilman Guarino, the above -mentioned ordinance was approved on second and final reading. All members voting “Aye”. Pending Matters/New Matters/Council Discussion Councilwoman Casalino, as liaison to the Board of Education and Councilman Guarino, on behalf of the Pedestrian Safety Committee explained that there is a need for a School Zone at Liberty Middle School and that a student at the school started a petition for same. Councilman Guarino explained that he spoke with Lenny Lepore, Township Engineer who is working on a presentation and because it is a State road, he also reached out to Assemblywoman Mila Jasey and Assemblyman John McKeon, stating that Assemblyman McKeon was supportive of the idea. Councilwoman Casalino said that the school zone should go past Ellison Avenue because there is a crosswalk to get to Mt. Pleasant School there. Councilman Guarino also explained that the Pedestrian Safety Committee will be changing their meetings from Thursdays to Wednesdays and will forward the information to the Town Clerk when the dates have been decided upon. There was no further pending matters. At 8:41 p.m., on motion made by Councilman Guarino and seconded by Councilman Krakoviak, the public meeting was adjourned. All members present voting “Aye”.
