1 Conference Meeting – April 24, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:39 p.m., Karen J. Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilman Guarino, Councilman Krakoviak, and Council President McCartney. Absent: Councilman Cirilo Councilwoman Casalino arrived to the meeting at 6:56 p.m. Councilman Krakoviak presented a Citation on behalf of the Council to Jason Miess, Weichert Realtors, West Orange, Deborah Regan, member of the Morristown Shade Tree Commission, committee member and mother of a Seton Hall Prep student and James Hughes, the 2018 Chairman of the New Jersey Realtors® Equal Opportunity / Cultural Diversity Committee. Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. 2 *Report of Township Officers – None *Reading of Petitions and Communications and Bids – None *Resolution(s) adopted on Consent Agenda: a. 105-18 Resolution Authorizing a Discharge of Mortgage for Property at 31 Llewellyn Avenue, Block 113.02 Lot 110 (Planning) b. 106-18 Resolution and Exhibit Authorizing a Contract with the Montclair YMCA for the use of Ginny Duenkel Pool (Legal-Moon) This resolution authorizes the execution of a license agreement with the Montclair YMCA to allow them to use the Ginny Duenkel Pool for their competitive swimming program. c. 107-18 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) d. 108-18 Resolution Authorizing the Collector of Taxes to Refund Prepayment of 2018 Third and Fourth Quarter Taxes to the Listed Taxpayer Due to Sale of Property (Gagliardo) e. 109-18 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer Due to a Homestead Rebate Credit (Gagliardo) f. 110-18 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer Due to a Duplicate Payment of 2018 Annual Sewer Charge (Gagliardo) g. 112-18 Resolution Authorizing a Professional Services Agreement with Herbst Musciano, 611 Main Street, Second Floor, Boonton, New Jersey 07005 to Provide Architectural, Mechanical Electrical and Plumbing Design Services for the Project Known as the Improvements and Renovations to three West Orange Fire Stations for a fee not to exceed $111,938,00. (Lepore) On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda Resolution 111-18 a. 111-18 Resolution Authorizing a One Year Agreement with Millennium Strategies, LLC, 60 Columbia Road, Building B, Suite 230, Morristown NJ 07960 from May 1, 2018 through April 30, 2019 for the Grant Writer at a Rate of $3,000. Per Month or $36,000 (Legal-Moon) On motion made by Council President McCartney and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak and Council President McCartney voting “Aye.” Councilman Cirilo abstained. Ordinance(s) on Second and Final Reading Ordinance 2540-18 On motion made by Councilwoman Casalino and seconded by Councilman Guarino, Calendar Year 2017 Ordinance to Exceed the

3 All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above - mentioned ordinance was approved on second and final reading. All members voting “Aye”. Ordinance(s) on First Reading Ordinance 2541-18 On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on May 8, 2018. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Councilwoman McCartney requested a breakdown on PILOT with graphics for the next meeting. Councilwoman Casalino requested a list of Capital Budget accomplishments in 2017. At 8:53 p.m., on motion made by Councilman Guarino and seconded by Councilwoman Casalino, the public meeting was adjourned. All members present voting “Aye”.
