1 Conference Meeting – May 22, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:42 p.m., Fatima Baez-Aguilar, Clerk’s Assistant read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, and Council President McCartney. John Gross, Chief Financial Officer, gave a presentation on the 2018 Municipal Budget. Council President presented Resolution 130-18 Declaring the First Friday in June be deemed National Gun Violence Awareness Day and Residents Shall be Encouraged to Wear the Color Orange to Show Support to End Gun Violence and Honor the Victims of Gun Violence to Claire Keyles on behalf of Moms Demand Action, Essex Country Chapter. Public Comment Robin Guarino – 10 Belgrade Terrace Sally Malanga – 57 Ridge Road Marlene Martin – Renna House Loren Svetvilas – 699 Prospect Avenue Anthony Campagna – 13 Glenside Drive Anthony Puglisi – Public Information Officer – Essex County There was no one else who wished to be heard and the public comment portion of the agenda was closed. The Council responded at this time.

All members present voting “Aye.”
3 Resolution(s) Removed from the Consent Agenda Resolution 135-18 a. 135-18 Resolution to Amend Introduced 2018 Municipal Budget (Gross) On motion made by Council President McCartney and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak and Council President McCartney voting “Aye.” Ordinance(s) on Second and Final Reading - None Ordinance(s) on First Reading Ordinance 2543-18 On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, An Ordinance Amending Chapter 5, Sections 32.1, 32.3, 32.7, 32.8, 32.9, 32.10, 32.11 and 32.12 (Police-Requested Towing and Storage Services) of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 12, 2018. All members present voting “Aye.” Ordinance 2544-18 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, A Bond Ordinance Providing for Various Capital Improvements in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $9,644,148. Therefor and Authorizing the Issuance of $9,184,902.86 Bonds or Notes of the Township to Finance Part of the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 12, 2018. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Ridge Road- The council discussed the possibility of purchasing the property. At 10:06 p.m., on motion made by Councilman Guarino and seconded by Councilwoman Casalino, the public meeting was adjourned. All members present voting “Aye”. ABC Hearing ABC Resolution 593-18 a. 593-18 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2018-2019 License Term (Clerk) On motion made by Council President McCartney and seconded by Councilman Guarino, the above referenced resolution was approved.
