1 Conference Meeting – June 12, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:44 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Council President Susan McCartney presented a Proclamation to Jaiden Mendez, a West Orange middle school student on behalf of the Mayor and Council recognizing Tourette Syndrome Awareness Day. Jaiden Mendez accepted the Proclamation and read a statement explaining that he wanted to bring awareness to Tourette Syndrome in the hopes that people will have a better understanding of the condition. Council President presented a Citation to Mary Fregans on the occasion of her retirement as a crossing guard. Ms. Fregans served the Township for 25 years. Councilman Victor Cirilo spoke of and introduced Assemblyman John McKeon with regard to Assembly Bill No. 1218. The bills will seek to reduce and ultimately eliminate the use of plastic shopping bags. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, and Council President McCartney. 3 g. 151-18 Resolution Authorizing the Township to Obtain an Appraisal for the Properties Located at 2 Ridge Road and 10 Ridge Road, Pursuant to a Recommendation from the Open Space Commission, in Order to Examine Whether the Properties are Suitable for Possible Acquisition (Legal-Moon)-As amended adding two more properties-Block 82.03, Lot 14 for 1.543 acres and Lot 17 for 4.47 acres On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the consent agenda was approved. All members present voting “Aye.” At this time a Hearing was held on Budget Amendment #1. John Gross gave a brief explanation as to what the amendment to the budget was as previously discussed at the May 22, 2018 meeting. There was no one else who wished to be heard and the public comment portion of the agenda was closed. On motion made by Councilman Guarino and seconded by Councilwoman McCartney, hearing on budget amendment #1 was closed. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda Resolution 143-18 Resolution to Adopt the 2018 Municipal Budget (Gross) On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, the above referenced resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Council President voting “Aye.” Councilman Krakoviak voting “Nay.” Resolution 145-18 Resolution Authorizing the Retention of Heyer, Gruel and Associates to Prepare and Present a Redevelopment Plan for the Redevelopment Area which the Essex Green and Executive Drive properties (Legal-Moon) On motion made by Council President McCartney and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Council President voting “Aye.” Councilman Krakoviak voting “Nay.” Resolution 149-18 Resolution Requesting that Participatory Budgeting Projects Be Placed on a Non-Binding Referendum on the Official November General Election Ballot (Legal-Maier) This resolution would request that the Essex County Clerk’s Office place four projects on a Non-Binding Referendum on the Official November General Election Ballot. The projects were submitted by West Orange residents in connection with the Participatory Budgeting Program On motion made by Councilman Guarino and seconded by Councilman Cirilo, the above referenced resolution was approved.

Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Council President voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinances on Second and Final Reading Ordinance 2542-18 On motion made by Council President McCartney and seconded by Councilman Cirilo, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-13, Parking Prohibited at all Times on Certain Streets, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one else who wished to be heard and the public hearing was closed. On motion made by Councilman Cirilo and seconded by Councilman Guarino, the above -mentioned ordinance was approved on second and final reading. All members voting “Aye”. Ordinance 2543-18 On motion made by Councilman Cirilo and seconded by Council President McCartney, An Ordinance Amending Chapter 5, Sections 32.1, 32.3, 32.7, 32.8, 32.9, 32.10, 32.11 and 32.12 of the Revised General Ordinances of the Township of West Orange (Police-Requested Towing and Storage Services) was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one else who wished to be heard and the public hearing was closed. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the above - mentioned ordinance was approved on second and final reading. All members voting “Aye”.

5 Ordinance 2544-18 On motion made by Councilwoman Casalino and seconded by Council President McCartney, Bond Ordinance Providing for Various Capital Improvements in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $9,644,148. Therefor and Authorizing the Issuance of $9,184,902.86 Bonds or Notes of the Township to Finance Part of the Cost Thereof was taken up on second and final reading. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Council President voting “Aye.” Councilman Krakoviak voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one else who wished to be heard and the public hearing was closed. On motion made by Council President McCartney and seconded by Councilman Guarino, the above - mentioned ordinance was approved on second and final reading. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Council President voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinance(s) on First Reading Ordinance 2545-18 On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange – 108 Roosevelt Avenue, 52 Llewellyn Avenue, 132 Watson Avenue, 18 McKinley Avenue was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 26, 2018. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion- None At 10:41 p.m., on motion made by Councilman Guarino and seconded by Councilwoman Casalino, the public meeting was adjourned and the Council entered into an ABC Hearing. All members present voting “Aye”. ABC Hearing ABC Resolution 594-18 594-18 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2018-2019 License Term On motion made by Council President McCartney and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” On motion made by Councilman Cirilo and seconded by Council President McCartney, the following ABC resolutions were approved all at once by the ABC Board:
