TOWNSHIP OF WEST ORANGE PLANNING BOARD MEETING MINUTES December 5, 2018 The Township of West Orange Planning Board held a regular meeting on December 5, 2018, at 7:30 P.M. in the Council Chamber, 66 Main Street, West Orange, New Jersey. Vice Chairman Weston called the meeting to order at approximately 7:30 P.M. He announced that notification of the meeting was given to the Township Clerk, and posted on the Township Bulletin Board, sent to the West Orange Chronicle and the Star Ledger, and posted on the Township’s website calendar. This meeting has been properly noticed to the public in accordance with the Open Public Meetings Act. No new matters will start after 10:30 P.M. PLEDGE OF ALLEGIANCE Vice Chairman Weston requested all persons stand for the Pledge of Allegiance. ANNOUNCEMENTS The next Planning Board regular meeting will be January 2, 2019 in the Council Chamber at 7:30 P.M. Application PB-18-04/Maharaj Realty, LLC that was scheduled to be heard at this meeting, has requested to be carried over and adjourned to the Planning Board regular meeting scheduled for January 2, 2019 at 7:30 P.M. and no further notice will be required. Mr. McPherson has resigned his position; he will be getting married and moving out of Town; the Board appreciates his service and wishes him well on his future endeavors. The Board’s annual reorganization will be held at the next regular meeting on January 2, 2019. ADOPT MINUTES The minutes of the November 7, 2018 Planning Board meeting were unanimously adopted. SWEARING IN Paul Grygiel, AICP, PP, Township Planner AMENDED RESOLUTION PB-18-09/Kessler Foundation, Inc. Block: 171; Lot: 10; Zone: R-2 Preliminary and Final Major Site Plan with Subdivision, “C1” and “C2” variances. APPROVED 10/3/18, MEMORIALIZED 11/7/18 DISCUSSION The Secretary stated the Amended Resolution reflected the inclusion of the Board’s approval of the Applicant’s request for a Soil Removal Permit as part of the original application heard on October 3, 2018. The Board voted on the Amended Resolution as follows: Motion: Mr. Cardoza Second: Mr. Wegner Cardoza: Yes Weston: - Keigher: Absent Wilkes: Absent Klein: Absent Bagoff: Absent McCartney: Yes Trenk: Yes Wegner: Yes APPLICATION(S) None DISCUSSION UPDATE Master Plan Reexamination Report 2018-2019 Continued from the November 7, 2018 regular meeting. DISCUSSION Mr. Grygiel gave a brief update of the status of the Master Plan Reexamination Report. He stated his firm had targeted the completion of the interviews with the Township Departments, Committees, and Commissions internal discussions by early January. He stated a Special Meeting Public Meeting would be held in late January to familiarize the

Public with the Reexamination process and provide the Public the opportunity to provide input into potential topics to be addressed in the Master Plan Reexamination. He stated some preliminary demographic data had already been complied. He stated the purpose of the Special Meeting would be for community outreach and feedback; the Board and Public would work together to create a draft Reexamination Plan. He stated there would be subsequent Public meetings. Vice Chairman Weston stated the compilation of Township, County and State statistical data and any revisions to the law over the past nine years was important. The Board discussed the importance of the statistical data. They suggested Mr. Grygiel prepare an informational press release to put on the Township website regarding the Reexamination Plan. Public Comment: Sally Malanga, Ridge Road, requested the Board consider televising the January Special Meeting. The Board indicated it was an excellent idea to televise the Public Hearing.
