1 Conference Meeting – February 19, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:36 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. Ms. Jaclyn Philbin, Registered Dietician, Shop Rite, Essex Green gave a presentation about March as National Nutrition Month. Council President Guarino presented Ms. Philbin with a Proclamation on behalf of Mayor Parisi. Mr. Sayers gave an update on Redevelopment. Megan Brill, Executive Director, Downtown West Orange Alliance gave an update with regard to the upcoming street fair and the store front decorating contests in the downtown corridor. Councilwoman Casalino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino voting “Aye.” Councilman Krakoviak voting “Nay.” At approximately 10:29 p.m., the Council entered into Executive Session. At 11:20 p.m., the Council returned from Executive Session. At this time, Mr. Trenk asked the Council for direction on how they wish to proceed with the RFP, the Bonding and the Acquisition of the Rock Spring Club. The Council expressed unanimously that they wished to move forward. Ordinances on Second and Final Reading Ordinance 2561-19 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange – 138 Watchung Ave. was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above-mentioned ordinance was approved on second and final reading. All members present voting “Aye”. Ordinance 2563-19 On motion made by Council President Guarino and seconded by Councilwoman McCartney, An Ordinance Authorizing the Acquisition by the Township of West Orange, In the County of Essex and State of New Jersey of Certain Real and Personal Property Pursuant to the Local Lands and Building Law of the State of New Jersey, N.J.S.A. 40A:12- 1, Et. Seq. was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 5, 2019. All members present voting “Aye”. Ordinance 2564-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, Bond Ordinance Providing for the Acquisition of Real Property Commonly Known as the Rock Spring Golf Course, by and in the Township of West Orange, in the County of Essex, State of New Jersey; Appropriating $12,050,340 Therefor and Authorizing the Issuance of $12,050,340 Bond or Notes of the Township to Finance the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 19, 2019. Councilwoman Casalino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino voting “Aye.” Councilman Krakoviak voting “Nay.” Pending Matters/New Matters/Council Discussion Councilwoman McCartney spoke about the idea of moving a future Council meeting to the West Orange Armory. Councilman Krakoviak inquired about Executive Drive. ABC Hearing ABC Resolution 616-19 On motion made by Council President Guarino and seconded by Councilwoman McCartney, Resolution Authorizing a New Hotel Liquor License, License No. 0722-36-075-001 to Sun Development & Management Corporation t/a The Local Kitchen & Tap, 12 Rooney Circle Drive, West Orange, NJ 07052. An electronic vote was taken on January 29, 2019 and approved by all members of the ABC Board and ratified on February 19, 2019, the above referenced resolution was approved. All members present voting “Aye.” At 11:31 p.m., on motion made by Council President Guarino and seconded by Councilwoman McCartney, the meeting was adjourned.
