AGENDA December 6, 2011 Township of West Orange 66 Main Street – 7:00 p.m. This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 19, 2010. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the office of the Municipal Clerk of the Township of West Orange on November 19, 2010. Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes, and shall at no time engage in any personally offensive or abusive remarks. The chair shall call any speaker to order who violates any provision of this rule. Ordinances on Second and Final Reading a. 2336-11 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-25, Loading Zones, of the Revised General Ordinances of the Township of West Orange-16 Lindsley Avenue. An on street loading zone will be established in front of 16 Lindsley Avenue to benefit the owner and tenants of that property in lieu of them using a metered parking stall in the adjoinging Municipal Parking Lot. This designates a stall for this use on Monday through Saturday between the hours of 9:00 am and 5:00 pm. b. 2337-11 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-7.3, Temporary Parking Prohibition for Snow Plowing and Removal, of the Revised Ordinances of the Township of West Orange-Forest Avenue. The westerly side of Forest Avenue between Woodland Avenue and Eagle Rock Avenue will be designated a Snow Emergency Route. During an accumulating snowfall parking will be

During an accumulating snowfall parking will be prohibited on that side of Forest Avenue until the road is sufficiently plowed. c. 2338-11 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-13, Parking Prohibited at All Times on Certain Streets, of the Revised General Ordinances of the Township of West Orange-Valley Road. The parking prohibition on the westerly side of Valley Road between Hazel Avenue and Mitchell Street will be rescinded to allow parking within this block that is adjacent to the Luna Theater and the Valley Police Substation. d. 2339-11 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange, 15 McKinley Avenue. An on street handicapped parking stall will be established for the exclusive use of a resident of 15 McKinley Avenue who has a Disabled Persons ID issued by the New Jersey Motor Vehicle Commission. No offstreet parking is available at this residence. e. 2340-11An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-14.7, Alternate Side
Parking, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-7.3, Temporary Parking Prohibition for Snow Plowing and Removal, of the Revised General Ordinances of the Township of West Orange-Charles Street. The alternate side parking regulations for Charles Street will be rescinded to allow parking at all times except for street cleaning and maintenace during the hours of 9:00 am to 12:00 noon on either Monday or Friday depending on the side of the street and during a snow emergency on the southerly side. f. 2341-11 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-14.1c, Night Parking Restriction, of the Revised General Ordinances of the Township of West Orange-Carter Road. The overnight parking prohibition for Carter Road effective between the hours of 2:00 am and 5:00 am will be rescinded. *10. It is recommended by the Tax Assessor and Law Department. f. 279-11 Resolution Authorizing the Appropriation Reserve Transfer Pursuant to N.J.S.A. 40A:4-58 This resolution authorizes transfers between budget appropriations during the last two months of the fiscal year. g. 280-11 Resolution Authorizing the Award of a Financial Accounting Software System to Munidex in an Amount NTE $63,000.00 h. 281-11 Award of construction contract to Shauger Property Services, 429 Dodd Street, East Orange, N.J. 07017, for Mayfair District Storm Sewer Improvements, Contract No. 3B in the amount of $1,343,714.60. A construction contract will be be awarded to Shauger Property Services to install drainage improvements in the Mayfair District to alleviate flooding problems on several streets including Nestro Road, Midro Way, Mayfair Drive and Rosemont Terrace and Rosemont Drive. This project is financed by a grant from the NJDEP and a loan from the New Jersey Environmental Infrastructure Trust. i. 282-11Award of a Professional Services Contract to PS&S, 67 B Mountain Boulevard, Extension, P.O. Box 4039, Warren, New Jersey 07059 for Mayfair District Strom Sewer Improvements, Construction Phase Services for a fee of $139,390. A professional services contract will be awarded to PS&S of Warren, New Jersey to provide construction management, administration and inspection services for the Mayfair District Storm Sewer Improvements. j. 283-11 Authorizing a Deed of Easement between Sylvia Fong, 89 Aristotle Way, East Windsor, New Jersey 08512 and the Township of West Orange across a portion of property at 8 Korwel Circle, Block 166, Lot 38 for a consideration of $6,000.00. The Township will acquire an easement across a portion of 8 Korwel Circle to allow the installation of drainage improvements from Korwel Circle and the parallel street Woods End Road to minimize flooding on Woods End Road.
k. 263-11 Resolution Authorizing An Award of Bid to Abbry Security Company, LLC Providing Unarmed Security Officers for West Orange Municipal Court at an Hourly Rate $12.95, Approximately $20,500. Annually This is a 24 month service contract for unarmed courtroom security.
