1 Conference Meeting – April 9, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. A Mayor’s proclamation was presented to Seton Hall Prep Security Officers Thomas Ronnie and James Bradley, and Mark Smith, Dean of Students for their heroism in saving the life of a parent from the school who fell ill while locked in her car. A Mayor’s proclamation was presented on behalf of the West Orange Police Department supporting the 2019 UDrive, Utext, UPay Distracted Driving Crackdown from April 1 – 21, 2019 and a presentation was made on behalf of National Donate Life Month by Denise Peoples, NJ Sharing Network, Hospital & Community Services Program Coordinator and double lung transplant recipient program. Joe Fagan, Public Information Officer gave a brief presentation with regard to the distracted driving crackdown, the upcoming Arbor Day celebration and the history of the West Orange Honor Roll which is located on the first floor of town hall and dedicated to the 3600 West Orange residents who served in World War II. Mr. Sayers gave an update on Redevelopment. The Council members each gave their council liaison announcements. Public Comment Marge Mingin – West Orange Public Library Marc Rosenberg – 6 Fernwood Circle Loren Svetvilas – Prospect Avenue and Randy Stevens – Roosevelt Middle School student Anthony Puglisi – Essex County Public Information Officer There was no one else who wished to be heard and the public comment portion of the agenda was closed. At this time, Richard Trenk, Township Attorney presented to the Council information regarding the acquisition of the Rock Spring Golf Club. He introduced Mr. David B. Cronheim, Esq., hired to provide consulting services related to the acquisition of Rock Spring and the selection of a vendor to operate Rock Spring and Mr. Ben Blake, Executive Vice President, Kemper Sports, the golf management company selected by the Administration to run the golf course for a 20- month period on behalf of the Township. They each answered questions of the Council. At this time, Council President Guarino, with the approval of his Council colleagues asked that resolution 113-19 be voted on.
