1 Conference Meeting – November 27, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:36 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak and Council President McCartney, Mayor Parisi, Councilwoman Elect Cindy Matute-Brown Councilwoman Casalino, on behalf of the Township Council, presented a Citation to the West Orange High School Girls Soccer, the NJSIAA North 1, Group 4 Champions. Fire Chief Anthony Vecchio recognized certain members of the Fire department in an Awards Ceremony for the heroism throughout the year. Mr. Sayers gave a brief update on the redevelopment area. Public Meeting – November 27, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:19 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. (Legal-Moon) On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the consent agenda was approved. 3 Ordinances on Second and Final Reading Ordinance 2556-18 On motion made by Councilman Guarino and seconded by Council President McCartney, Bond Ordinance Providing for the Local Unit’s Allocable Share of Capital Improvement Projects for the Joint Meeting of Essex and Union Counties, by and in the Township of West Orange, in the County of Essex, State of New Jersey, Appropriating $1,570,000 Therefor and Authorizing the Issuance of $1,570,000 Bonds or Notes to Finance the Cost Thereof, was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President McCartney and seconded by Councilman Guarino, the above- mentioned ordinance was approved on second and final reading. All members present voting “Aye”. Ordinance(s) on First Reading Ordinance 2557-18 On motion made by Council President McCartney and seconded by Councilman Guarino, An Ordinance to Vacate, Release and Extinguish the Public Right to a Portion of Elmwood Avenue in the Township of West Orange from Roosevelt Avenue to Garfield Avenue was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 11, 2018. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion The Township Clerk reminded the Council that the nomination for Council President and Council Liaison appointments will be discussed at the next meeting. Council President McCartney reminded residents that leaves should not be placed within 10 feet of a stormwater drain. ABC Hearing At 8:51 p.m., on motion made by Councilman Guarino and seconded by Council President McCartney, the Council adjourned as the Council and entered into an ABC hearing as the ABC Board. All members present voting “Aye”. a. 614-18 Person to Person and Place to Place Transfer of License No. 0722-33-028-004 from Rock Pro Capital Corporation to Hook & Reel West Orange, Inc. t/a Hook and Reel Cajun Seafood On motion made by Councilman Cirilo and seconded by Councilman Guarino, the above referenced resolution was approved. All members present voting “Aye.”

4 b. 615-18 Place to Place Transfer – Reduction of Premises of License No. License 0722-33-022-004, Sakura Grill & Buffet, Inc. t/a Mitasu Umi Sushi & Bar/Hook & Reel, 495 Prospect Avenue (Suite 19), West Orange, NJ 07052 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” At 8:57 p.m., on motion made by Councilman Guarino and seconded by Councilwoman Casalino, the meeting was adjourned.
