1 Conference Meeting – June 25, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:32 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. Mr. Sayers gave an update on Redevelopment. The Council gave their liaison announcements. Councilwoman Matute-Brown stated that she reached out to Police Chief Abbott with regard to the modifications that have been made to the immigration directive with respect to the NJ Attorney General directive on Immigration Enforcement. The in-house Immigration Enforcement directive has been modified with new policies on T-Visa’s and U- Visa’s consistent with the directive and training has been completed by the Police department. Joe Fagan, Public Information Officer presented information with regard to Downtown Thursdays. Anthony Puglisi, Public Information Officer representing Joe DiVincenzo, gave an update as to happenings in Essex County and the County’s summer paving program. He also spoke of plans to alter the layout of Hole #1 at the Francis Byrne Golf Course located on Pleasant Valley Way to prevent golf balls hit from reaching the homes located nearby. All members present voting “Aye.” Resolution 164-19 o. 164-19 Resolution Determining the Form and Other Details of $7,621,000 General Improvement Bonds of the Township of West Orange, in the County of Essex, New Jersey and Providing for their Sale (Gross) On motion made by Councilwoman Matute-Brown and seconded by Council President Guarino, the above referenced resolution was approved. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ordinance 2576-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Amending and Supplementing Chapter 2, Section 59 of the General Ordinances of the Township of West Orange Entitled “Board of the Oskar Schindler Performing Arts Center of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President Guarino and seconded by Councilwoman Casalino, the above-mentioned ordinance was approved on second and final reading. Councilwoman Casalino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino voting “Aye.” Councilman Krakoviak abstained. Ordinances on First Reading

4 Ordinance 2577-19 On motion made by Councilwoman McCartney and seconded by Council President Guarino, An Ordinance Amending Chapter 2, Section 47.6 of the Revised General Ordinances of the Township of West Orange (Studies and Recommendations) was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 16, 2019. All members present voting “Aye”. Ordinance 2579-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Authorizing the Offer by Private Sale of the Property at Block 175.08, Lot 11 on the Township of West Orange Tax Map to the Adjacent Property Owners Pursuant to Local Lands and Building Law was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 16, 2019. All members present voting “Aye”. Ordinance 2580-19 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Ordinance of the Township of West Orange, In the County of Essex, State of New Jersey Adopting a Redevelopment Plan Relating to the West Orange Library Redevelopment Area was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 16, 2019. All members present voting “Aye”. At 9:00 p.m., on motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the Council voted to have Susan Gruel, Heyer, Gruel & Associates, PA attend the next Council meeting to discuss and answer questions with regard to the above referenced ordinance. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, and Council President Guarino voting “Aye.” Councilwoman McCartney voting “No.” Pending Matters/New Matters/Council Discussion The Council decided to have a workshop on July 9, 2019 to further discuss the 2019 Municipal Budget. Councilwoman Casalino asked that information be provided with regard to the jitney service. At 9:14 p.m. on motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the Council adjourned their public meeting resumed as the ABC Board. All members present voting “Aye”. ABC Hearing a. 626-19 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2019-2020 License Term (Clerk) On motion made by Council President Guarino and seconded by Councilwoman McCartney, the

All members present voting “Aye”. At the close of the ABC Hearing, at 9:16 p.m. the Council met in Executive Session for the purpose of discussing the Contract Negotiations regarding the Police Department and viability of changing health insurance provisions. At 9:21 p.m., on motion made by Council President Guarino and seconded by Councilwoman Casalino, the meeting was adjourned. All members present voting “Aye”.
