1 Conference Meeting – November 12, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:40 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney Arriving Late: Council President Guarino David Cronheim, Contract Compliance Officer for Rock Spring Golf Club, Ben Blake, Kemper Sports and Chris Parker, General Manager gave an update about the Rock Spring Golf Club since its purchase. They also touched on the upcoming year ahead and plans for 2020. Questions were asked and answered. Jack Sayers, Business Administrator thanked them for their guidance since the purchase. Mr. Sayers gave an update on redevelopment, specifically The Edison Lofts. The Council gave their liaison announcements. Councilwoman Casalino, Councilwoman McCartney and Council President Guarino voting “Aye.” Councilman Krakoviak and Councilwoman Matute-Brown voting “Nay.” Resolution 271-19 271-19 Resolution Approving Memorandum of Agreement Between West Orange Fire Superior Officer’s Association and the Township of West Orange (Gross) On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney and Council President Guarino voting “Aye. Councilwoman Matute- Brown voting “Nay.” Councilman Krakoviak abstained. 4 On motion made by Councilwoman Casalino and seconded by Councilwoman Susan McCartney, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Matute-Brown and Councilwoman Susan McCartney voting “Aye. Councilman Krakoviak abstained. Ordinances on Second and Final Reading Ordinance 2589-19 On motion made by Councilwoman McCartney and seconded by Council President Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1, Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members present voting “Aye.” Ordinances on First Reading Ordinance 2590-19 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Ordinance Authorizing Special Emergency Appropriation Pursuant to N.J.S.A. 40A:4-53 for Severance Liabilities Resulting from Unanticipated Required Accumulated Absence Payouts in Connection with the Layoff or Retirement of Employees was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 26, 2019. All members present voting “Aye”. Ordinance 2591-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 26, 2019. All members present voting “Aye”.
5 Pending Matters/New Matters/Council Discussion Councilman Krakoviak asked about the meeting taking place on Wednesday with regard to revelopment of the Executive Drive area. The Clerk finalized dates for the upcoming ABC Hearing taking place in December. ABC Hearing – None At 10:17 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, the Council entered into Executive Session to discuss Contract Negotiations specifically the potential purchase of property and the Public Meeting was adjourned.
