1 TOWNSHIP OF WEST ORANGE PLANNING BOARD MEETING MINUTES November 6, 2019 The Township of West Orange Planning Board held a Regular Meeting on November 6, 2019, at 7:30 P.M. in the Council Chamber, 66 Main Street, West Orange, New Jersey. Chairman Weston called the meeting to order at approximately 7:35 P.M. He announced that notification of the meeting was given to the Township Clerk, and posted on the Township Bulletin Board, sent to the West Orange Chronicle and the Star Ledger, and posted on the Township’s website calendar. This meeting has been properly noticed to the public in accordance with the Open Public Meetings Act. PLEDGE OF ALLEGIANCE Chairman Weston requested all persons stand for the Pledge of Allegiance. ANNOUNCEMENTS The next Planning Board regular meeting will be December 4, 2019 in the Council Chamber at 7:30 P.M. Dwyer, Esq., Board Attorney Harvey Grossman, Esq., Public Advocate ADOPT MINUTES: The Board voted to adopt the Meeting Minutes from September 4, 2019 and October 2, 2019 regular Planning Board meetings. Motion: Dr. Bagoff Second: Mr. Councilwoman McCartney The vote was unanimous for approval of the prior minutes.

DISCUSSION: Chairman Weston asked Township Planner Paul Grygiel if he thought is was feasible for him to have a final draft Master Plan Reexamination Update report prepared and ready for distribution 10-­‐days before the scheduled December 4, 2019 regular Planning Board meeting. Mr. Grygiel indicated that based on the input from last week’s Master Plan Reexamination public meeting that the report could be prepared and distributed in the next two and a half weeks to allow for distribution to all parties of interest, and to notice the public and have a copy of the final draft available for public review. Chairman Weston opened up the discussion for Board members and Public comments.

3 Mike Brick, WO Environmental Commission chairman commented about his and Councilwoman McCartney’s informative participation in ANJEC state environmental organization programs. He restated his encouragement that the updated West Orange master plan should include environmental best practice guidelines. Chairman Weston asked Mr. Grygiel to coordinate with Mr. McCartney on the final Open Space and Recreation Plan report, and proceed with finalizing the Master Plan Reexam report this month for final public comment and vote at the December 4, 2019 regular meeting.
