1 Conference Meeting – January 21, 2020 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President Casalino presented a Certificate of Meritorious Service to Mark Robertson and Sandra Mordecai on the occasion of their retirement from the West Orange Board of Education. Also presented to the current members of the Board of Education, Ken Alper, President, Terry Trigg Scales, Vice President, Jennifer Tunnicliffe and Gary Rothstein, was a Proclamation for School Board Recognition Month in New Jersey. Mr. Sayers gave an update as to redevelopment specifically the Edison Loft project. The Council gave their liaison announcements. The administration withdrew resolution 320-19, explaining that it was no longer necessary to adopt. Resolution 318-19 On motion made by Councilwoman McCartney and seconded by Council President Casalino, Resolution Authorizing 2019 Budget and Grant Cancellations was approved. At 7:56 p.m., on motion made by Councilwoman Matute-Brown and seconded by Councilwoman McCartney, the December 18, 2019 meeting was adjourned and the Council entered into the January 21, 2020 public meeting. All members present voting “Aye.” *Resolution(s) removed from the Consent Agenda: e. 24-20 Resolution Authorizing a Grant Application to the Essex County Open Space Trust Fund for the Degnan Park Softball Field Improvement Project by the Township of West Orange (Kapura) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above referenced resolution was approved. Councilman Guarino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Casalino voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinance(s) on First Reading Ordinance 2597-20
3 On motion made by Councilwoman McCartney and seconded by Councilwoman Matute-Brown, An Ordinance Releasing, Extinguishing and Vacating the Rights of the Township in Sewer Easement Located on Lot 7, Block 1, Township of West Orange, County of Essex and State of New Jersey was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 4, 2020. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion Budget Hearing Dates for 2020 Update on Capitol Improvements before Budget Hearings OSPAC On motion made by Councilwoman McCartney and seconded by Councilwoman Matute-Brown, the meeting was adjourned.
