1 Conference Meeting – February 4, 2020 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President Casalino presented a Proclamation to National Council of Jewish Women members Sharon Falkin, Melinda Udell and Rita Marshall recognizing National Teen Dating Violence & Prevention Month. Camille DeLorenzo of Pleasant Valley Productions presented the PVP annual report with regard to OSPAC and recognized the board members and volunteers, Laura Naranjo, Elizabeth Rogers, Tracy Burkholder and Beth Vecchio. Tammy Williams, Human Relations Chair presented the 2019 annual report of the commission. Mr. Sayers gave an update as to redevelopment specifically the Edison Loft project. The Council gave their liaison announcements. 2 *Bills *Resolution(s) adopted on Consent Agenda: a. 27-20 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) b. 28-20 Resolution of Support from the Township of West Orange Authorizing a Sustainable Jersey Grant Application (Grant Writer) c. 29-20 Resolution Authorizing the Execution of an Interlocal Service Agreement Between the Township of West Orange and the Borough of Essex Fells for the Provision of Animal Control Services for the Period of January 1, 2020 through December 31, 2022 (DeNova) d. 30-20 Resolution Authorizing the Execution of an Interlocal Service Agreement Between the Township of West Orange and the Borough of Essex Fells for the Provision of Health Services for the Period of January 1, 2020 through December 31, 2022 (DeNova) e. 31-20 Resolution Authorizing Disposal of Surplus Property (DeSantis) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the consent agenda was approved. All members present voting “Aye.” Ordinance(s) on Second Reading Ordinance 2596-20 On motion made by Council President Casalino and seconded by Councilman Guarino, An Ordinance Amending Chapter 2, Section 50.4 of the Revised General Ordinances of the Township of West Orange (Municipal Alliance Committee on Alcoholism and Drug Abuse-Organizational Structure) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilwoman Matute-Brown and seconded by Councilman Guarino the above referenced ordinance was approved. All members present voting “Aye.” Ordinance 2597-20 On motion made by Councilwoman McCartney and seconded by Council President Casalino, An Ordinance Releasing, Extinguishing and Vacating the Rights of the Township in Sewer Easement Located on Lot 7, Block 1, Township of West Orange, County of Essex and State of New Jersey was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.

On motion made by Councilman Guarino and seconded by Councilwoman McCartney the above referenced ordinance was approved.
