1 Conference Meeting – April 28, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:40 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the additional residents who have passed due to the Covid 19 pandemic. Police Chief James Abbott offered information regarding the “Lock It or Lose It” campaign, along with reminding residents that no canvassing permits will be issued at this time by the Clerk’s office. He also spoke about scams that are taking place within the community. Fire Chief Anthony Vecchio gave a brief overview of how the Fire Department has been handling the Covid 19 crisis, explaining how the vehicles have been sanitized, thanking the community for their donations for the department, explaining how the EMS calls are being handled and reminding citizens to contact their doctors with symptoms and to call the Fire Department when the patient is non-ambulatory to be taken by ambulance to the hospital. Nick Salese, Recycling Coordinator explained the change in service of the recycling program, reminding residents that is now a single stream as opposed to co-mingling. He stressed the importance of disposing of gloves and masks properly. Cynthia Cumming provided an update on the Holy Trinity Food Pantry. She expressed the need for donations explaining that there has been an increase in the demand for food. She explained that the Township, through Social Services will shop and deliver food for senior citizens in town along with high risk residents. Cynthia serves as the Public Information Officer for the West Orange Public School system and gave an update as to food donations being made through the schools. 2 *Report of Township Officers – None *Reading of Petitions and Communications and Bids – None *Bills *Resolution(s) adopted on Consent Agenda: a. 105-20 Resolution Approving Tax Appeal Settlement with WHS LLC re: 125 Northfield Avenue Block 78.02 Lot 2 (Legal-Trenk) b. 107-20 Resolution Awarding a Contract to Cummins Sales and Service, 435 Bergen Avenue, Building 2, Kearny, NJ 07032 through use of the Sourcewell (formerly NJPA) National Cooperative Pursuant to N.J.S.A. 52:345-6.2 to provide Two (2) Emergency Electrical Generators and Appurtenances Models: DFEJ and C100D6D at a Cost of $91,709.16 (Lepore) c. 108-20 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer Due to a Duplicate Payment of 2020 Annual Sewer Charge (Gagliardo) d. 109-20 REMOVED e. 110-20 Resolution Providing for the Combination of Certain Issues of General Improvement Bonds of the Township of West Orange, in the County of Essex, New Jersey into a Single Issue of Bonds Aggregating $6,691,000 in Principal Amount (Gross/Bond Counsel) f. 111-20 Resolution Determining the Form and Other Details of $6,691,000 General Improvements Bonds of the Township of West Orange, in the County of Essex, New Jersey and Providing Their Sale (Gross/Bond Counsel) On motion made by Councilman Guarino and seconded by Council President Casalino, the consent agenda was implemented. All members voting “Aye.” *Resolution(s) removed from the Consent Agenda Resolution 104-20 g. 104-20 Resolution Authorizing the Township to Enter into an Agreement with Millennium Strategies for Grant Writing Services for 2020 in the Amount of $3,300. Per Month ($39,600. Per Year), Commencing on May 1, 2020 (Legal-Moon) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above referenced resolution was approved. Councilman Guarino, Councilwoman McCartney and Council President Casalino “Aye.” Councilman Krakoviak and Councilwoman Matute-Brown voting “Nay.” Resolution 106-20 h. 106-20 Resolution Authorizing the Township to Enter into a First Amendment to Qualified Management and Maintenance Contract with Kemper Sports Management, Inc. whereby up to $200,000 Shall be Provided to Reimburse Kemper for Maintaining Rock Spring During the Emergency Cessation of Operations. (Legal-Trenk) The Township intends to seek FEMA or other reimbursement for these expenditures to the extent

3 At this time Richard Trenk, Township Attorney and John Gross, Chief Financial Officer gave an explanation as to why this resolution is needed in order to protect the Township’s asset. On motion made by Councilwoman McCartney and seconded by Council President Casalino, the above referenced resolution was approved. All members voting “Aye.” Ordinance(s) on Second Reading Ordinance 2602-20 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1, Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilman Guarino and seconded by Councilwoman McCartney the above referenced ordinance was approved. All members present voting “Aye.” Ordinance 2603-20 On motion made by Councilwoman McCartney and seconded by Councilman Guarino, An Ordinance Amending Chapter 25, Sections 3.2 and 26.13 of the Revised General Ordinances of the Township of West Orange (Zone Map and Conservation District) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilwoman McCartney and seconded by Councilman Guarino the above referenced ordinance was approved. Councilman Guarino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Casalino voting “Aye.” Councilman Krakoviak abstained from the vote. ABC Hearing – None
