1 Conference Meeting – April 14, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:46 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the 52 residents who have passed due to the Covid 19 pandemic. She also recognized the Honorable Anthony Minnitti, former Municipal Court Judge and former Councilman Mr. Joseph Suriano, a beloved 50-year West Orange Educator and former track and field coach. Assemblyman John McKeon, offered his support to the Township personnel and recognized two residents lost to Covid 19, the Honorable Bob Mangino, former Councilman, 1970-1974, and longtime resident Winnie Cunningham McNeill. He gave a briefing as to what is happening at the State level with regard to Covid 19. Nick Allegrino, OEM Coordinator gave a briefing of the West Orange Coronovirus Task Force and thanked the community for their donations to the task force. Susan Iovino, West Orange Health Department-Head Nurse gave a briefing of the day to day process of the Covid Investigation team. Theresa DeNova-Health Department Officer extended her condolences and gave a briefing of the tasks being handled by the Health Department at this time. She also announced a change in the Recycling program beginning on April 20, 2020. Laura VanDyke-Senior Services Program Coordinator gave a briefing as to the programs offered to Senior Citizens during this time. Mr. Sayers gave an update on the Redevelopment projects in the Township. The Council gave their liaison announcements. All members present voting “Aye.” Ordinance 2599-20 On motion made by Councilman Guarino and seconded by Council President Casalino, An Ordinance Amending Chapter 2, Section 14.2 of the Revised General Ordinances of the Township of West Orange (Police Department) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilman Guarino and seconded by Councilwoman McCartney the above referenced ordinance was approved. All members present voting “Aye.”

5 Ordinance 2600-20 On motion made by Councilman Guarino and seconded by Council President Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-19 Through Streets and 7-21 Multiway Stop Intersection of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Nancy Warshowsky asked for an explanation of what was being voted on. Mr. Lepore explained the reason for the ordinance. On motion made by Councilman Guarino and seconded by Council President Casalino the above referenced ordinance was approved. All members present voting “Aye.” Ordinance 2601-20 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1 Speed Limits in General of the Revised Ordinances of the Township of West Orange-Walker Road, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilman Guarino and seconded by Council President Casalino the above referenced ordinance was approved.
