1 Conference Meeting – May 12, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:37 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the additional residents who have passed due to the Covid 19 pandemic. Stacey and Rob Reese were invited to speak about the Farmer’s Market. Council President shared information about Mental Health Crisis Month. Dr. J. Scott Cascone, Superintendent of Schools gave an update regarding the Covid 19 crisis and its effect on the West Orange Public School system and the graduating Class of 2020. Mayor Robert D. Parisi, spoke about the pandemic and its effect on the Township. The Council gave their liaison announcements. 2 *Bills *Resolution(s) adopted on Consent Agenda: a. 112-20 Resolution Authorizing the Subordination of Mortgage on the Property at 27 McKinley Avenue to Allow the Owner of the Property to Refinance their Mortgage (Legal-Maier) b. 113-20 Resolution Authorizing the Execution of an Agreement with Valerie Ford for the Sale of an Undersized Lot in the Upper Mellon Avenue Area of the Township of West Orange (Legal-Moon) c. 114-20 Resolution Authorizing the Execution of an Agreement with Miriam and Dov Gardin for the Sale of an Undersized Lot in the Upper Mellon Avenue Area of the Township of West Orange (Legal-Moon) d. 116-20 Resolution Authorizing the Extension of the Municipal Tax Deadline (Gross) This resolution was approved by the Township Council by a 5-0 vote on May 6, 2020. It is being ratified tonight. e. 118-20 Resolution Authorizing Reimbursement Agreement between the County of Essex and Township of West Orange (Legal-Trenk) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the consent agenda was implemented. All members voting “Aye.” *Resolution(s) removed from the Consent Agenda Resolution 115-20 f. 115-20 Resolution Authorizing an Award of Contract for Emergency Transport Third Party Billing to Revenue Guard (Legal-Moon) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above referenced resolution was approved. Councilman Guarino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Casalino voting “Aye.” Councilman Krakoviak abstained. Resolution 117-20 g. 117-20 Resolution Authorizing Change Order No. 1 and Final for the Project 2010 Road Improvement, Phase III with Reggio Construction, Inc., 416 East Central Boulevard, Palisades Park, NJ 07650 in the Amount of $43,911.28 (Lepore) On motion made by Councilwoman McCartney and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. Councilman Guarino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Casalino voting “Aye.” Councilman Krakoviak voting “Nay.” ABC Hearing

3 On motion made by Councilwoman Matute-Brown and seconded by Council President Casalino, the Council adjourned their public meeting and entered into an ABC Hearing. All members voting “Aye.” 639-20 Resolution Authorizing Renewal for Plenary Retail Consumption License 0722-33-068-016 Wilshire Hospitality Services, LLC t/a Wilshire Catering for the 2019-2020 License Term (Clerk) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above referenced resolution was approved. All members voting “Aye.” Pending Matters/New Matters/Council Discussion • Improvements of Fire Houses/Projects approved in 2019 Capital Budget • Risk Analysis for the Continued Operation of the Township • Municipal Taxes • Assembly Bill 3971- Authorizes the issuance of "coronavirus relief bonds" by municipalities and counties. Senate Bill 2475-Permissive Covid Relief Bill • House Bill 6467-Coronovirus Community Relief Act At 9:47 p.m. on motion made by Councilman Guarino and seconded by Councilwoman Matute-Brown, the Public meeting was adjourned.
