1 Conference Meeting – June 9, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:40 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the additional residents who have passed due to the Covid 19 pandemic. Congressman Donald M. Payne, Jr. serving New Jersey’s 10th District, spoke about the unrest currently facing the Country and commended the Township for its peaceful protest held over the weekend. He spoke of and explained the Heroes Act recently passed by Congress and it’s financial impact. He ended with the importance of completing the 2020 Census. A Mayor’s Proclamation was presented to Claire G. Keyles, Moms Demand Action, on behalf of Gun Violence Awareness Day. The Police Department, represented by Police Chief Abbott, Deputy Chief Matt Feula, Deputy Chief Michael Keigher, Captain Rich McDonald and Captain Will Varanelli gave a statement about the Police Department’s policies and procedures and answered questions of the Council. Mr. Sayers gave an update on redevelopment. The Council gave their liaison announcements. All members voting “Aye.” Ordinances on First Reading Ordinance 2604-20 2604-20 On motion made by Councilman Guarino and seconded by Council President Casalino, Bond Ordinance Providing for the Local Unit’s Allocable Share of the Flood Mitigation Facilities Project of the Joint Meeting of Essex and Union Counties, By and In the Township of West Orange, in the County of Essex, State of New Jersey (the “Local Unit”); Appropriating $3,170,000. Therefor and Authorizing the Issuance of $3,170,000. Bonds or Notes to Finance the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 23, 2020. All members present voting “Aye”. Ordinance 2605-20 2605-20 On motion made by Councilman Guarino and seconded by Council President Casalino, An Ordinance Releasing, Extinguishing and Vacating the Rights of a 25’ Wide Utility Easement Located in Colonial Woods North Major Subdivision Shown on Filed Map #4518, Filed in the Essex County Registers Office on July 30, 2007, Running Along the Rear of Lots 12.23, 12.24, 12.25, 12.26 and 12.27 in Block 173, Township of West Orange, County of Essex, State on Jersey was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 23, 2020.
