1 Conference Meeting – July 14, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:38 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the residents who have passed due to the Covid 19 pandemic. Council President introduced Dorothy Sanders-Senior Livability Coordinator who announced that West Orange Township was accepted into the AARP Network of Age-Friendly States and Communities Certification. Laura VanDyke announced a new initiative “Aging Well West Orange-An Age Friendly Township. “to promote West Orange as an age friendly community. Andrew Mazurek designed the new logo on behalf of the initiative. Dave Cubie-W.O. Public Library Director gave an update as to the re-opening of the Library and explained what changes have been implemented in an effort to keep the residents safe while visiting the Library. The Council gave their liaison announcements. At 7:41p.m., a motion was made by Councilman Guarino and seconded by Susan McCartney to enter into an ABC Hearing. All members voting “Aye.” ABC Hearing Resolution 641-20 641-20 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2020-2021 License Term (Clerk) On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above referenced resolution was approved. All members voting “Aye.” Resolution 642-20 642-20 Hearing on a Place to Place Transfer of License No. 0722-33-002-008 The Pour House LLC (Pocket License) to The Pour House LLC t/a Patsy’s Restaurant and Pizza House, 410 St. Cloud Avenue, West Orange, NJ 07052 (ABC Board) On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above referenced resolution was approved. 3 *Reading of Petitions and Communications and Bids – None *Bills *Resolution(s) adopted on Consent Agenda: a. 139-20 Resolution Approving a Tax Assessment Correction for Property Located at 33 Old Indian Road, Block 156, Lot 19.01 and Issue a Refund to the Homeowner for the Overpayment (Legal-Trenk) b. 140-20 Resolution Permitting Display of Fireworks at the Montclair County Country Club (Legal-Moon) This resolution permits the Montclair Golf Club to display fireworks on September 5, 2020 with a rain date of September 6, 2020. c. 141-20 Resolution Authorizing a Cooperation Agreement between the County of Essex and Certain Municipalities for Conducting Certain Community Development Activities (Lepore) d. 142-20 Resolution Acknowledging West Orange Acceptance into the AARP Network of Age-Friendly States and Communities and the World Health Organization Global Network for Age-Friendly Cities and Communities (Senior Services) On motion made by Councilwoman Matute-Brown and seconded by Councilwoman McCartney, the consent agenda was implemented. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2606-20 On motion made by Councilwoman McCartney and seconded by Councilwoman Matute-Brown, An Ordinance Amending Chapter 4 to Include Sections 38 of the Revised General Ordinances of the Township of West Orange (Prohibition of Less Lethal Devices and Requirement of Body Worn Cameras and Dash Cams) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilwoman McCartney and seconded by Council President Casalino the above referenced ordinance was approved. All members present voting “Aye.”
4 Ordinance 2607-20 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Repealing Chapter 4, Section 12.2 (b) of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilman Guarino and seconded by Councilwoman McCartney the above referenced ordinance was approved. All members present voting “Aye.” Ordinance 2608-20 On motion made by Council President Casalino and seconded by Councilman Guarino, Calendar Year 2020 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4-45.14) was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilman Guarino and seconded by Councilwoman McCartney the above referenced ordinance was approved. All members present voting “Aye.” Ordinances on First Reading Ordinance 2609-20 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending Chapter 4 to Include Section 39 of the Revised General Ordinances of the Township of West Orange (Use of Force, Reporting and Accreditation) was approved on first reading, ordered advertised according to law, to come up for second and final reading on August 11, 2020. 5 On motion made by Council President Casalino and seconded by Councilwoman Matute-Brown, the Council voted to have a Workshop meeting to discuss the salary process and salary analysis. At 10:52 p.m. on motion made by Councilman Guarino and seconded by Councilwoman Matute-Brown, the Public meeting was adjourned.
