1 Conference Meeting – August 11, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:38 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the residents who have passed due to the Covid 19 pandemic. Council President introduced Councilman Jerry Guarino representing the Pedestrian Safety Committee who in turn introduced the Nikhil Badlani Foundation Youth Advisory Board members, Darlene Folas, Brett Zeligson, Anika Fernandes, Anay Badlani and Nicole Rojas who spoke about the advisory board’s accomplishments and goals for the future. They announced the kickoff of the 10th annual Nikhil Badlani Foundation’s virtual fundraiser on September 13, 2020. The Council gave their liaison announcements. PUBLIC HEARING on the 2020 Municipal Budget The Clerk read the Opening Statement and outlined the procedure for the 2020 Municipal Budget Hearing. On motion made by Councilman Guarino and seconded by Council President Casalino, the 2020 Municipal Budget Public Hearing was opened.
2 All members voting “Aye.” John Gross, Chief Financial Officer explained the Budget timeline to the Council, discussed tax collection and the current status of the Budget. He proceeded with a detailed Power Point Presentation of the Municipal Budget. After the Power Point presentation was done, the Council President stated that this is the scheduled time for the public hearing and asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. The Council had the opportunity to ask questions about the budget which were answered by Mr. Gross. John Gross read the following resolution in full: 149-20 Resolution to Amend Introduced Budget On motion made by Councilwoman McCartney and seconded by Council President Casalino, the above referenced resolution was implemented. All members voting “Aye.” b. 150-20 Resolution to Adopt the 2020 Municipal Budget On motion made by Councilwoman McCartney and seconded by Council President Casalino, the above referenced resolution was tabled until September 8, 2020. All members voting “Aye.” *Review of Consent Agenda *Approval of Minutes of Previous Meeting- Public Meeting July 14, 2020 and June 23, 2020-revised. *Report of Township Officers – None *Reading of Petitions and Communications and Bids – Correspondence from Mayor Parisi appointing Dawn M. Donohue as Municipal Judge of West Orange for a three-year term September 15, 2020 and ending September 14, 2023. *Bills *Resolution(s) Removed from the Consent Agenda: a. 143-20 Resolution Regarding Forgiveness of WO Rehabilitation Program Loan for Estate of Madeline Colondrillo On motion made by Councilwoman McCartney and seconded by Council President Casalino, the above referenced resolution was implemented. All members voting “Aye.” c. 144-20 Resolution Authorizing the Extension of the Contract with Kemper Sports Management, Inc. to manage and operate the Rock Spring facilities through December 31, 2021 On motion made by Council President Casalino and seconded by Councilman Guarino, the above referenced resolution was implemented. All members voting “Aye.” d. 160-20 Resolution to Increase the Public Bidding Threshold from $40,000. to $44,000.

On motion made by Council President Casalino and seconded by Councilwoman McCartney, the above referenced resolution was implemented. 5 Ordinances on First Reading Ordinance 2610-20 On motion made by Councilman Guarino and seconded by Council President Casalino, Bond Ordinance Providing Various Capital Improvements in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $13,463,500 Therefor and Authorizing the Issuance of $12,822, 345 Bonds or Notes of the Township to Finance Part of the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 8, 2020. Councilman Guarino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Casalino voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinance 2611-20 On motion made by Councilman Guarino and seconded by Council President Casalino, An Ordinance Amending Chapter 15, Section 15-7 to Update the Township’s Rent Control Ordinance was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 8, 2020. All members present voting “Aye”. Ordinance 2612-20 On motion made by Councilwoman McCartney and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1 Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 8, 2020. All members present voting “Aye”. Ordinance 2613-20 On motion made by Council President Casalino and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 8, 2020. Investigative powers of the Township Council regarding discussion with the Tax Assessor. The process to let residents know about pending legislation being considered prior to the meeting. Policy on traffic mediation issues and techniques.
6 ABC Hearing On motion made by Councilman Guarino and seconded by Council President Casalino, the Township Council entered into an ABC Hearing. All members voting “Aye.” Resolution 643-20 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2020-2021 License Term (Clerk) On motion made by Councilwoman McCartney and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved.
