TOWNSHIP OF WEST ORANGE PLANNING BOARD REGULAR MEETING MEETING MINUTES September 2, 2020 The Township of West Orange Planning Board held its regularly scheduled meeting on September 2, 2020 at 7:30 P.M. via virtual ZOOM videoconference. Chairman Weston called the meeting to order at approximately 7:30 P.M. He announced that notification of the meeting was given to the Township Clerk, and posted on the Township Bulletin Board, sent to the West Orange Chronicle and the Star Ledger, and posted on the Township’s website calendar. This meeting has been properly noticed to the public in accordance with the Open Public Meetings Act. No new matters will start after 10:30 P.M. PLEDGE OF ALLEGIANCE e Chairman Weston requested all persons stand for the Pledge of Allegiance. ANNOUNCEMENTS e The next Planning Board regular meeting will be October 7, 2020 at 7:30 P.M. on the ZOOM platform. MEETING MINUTES Adoption of the August 5, 2020 Meeting Minutes: Motion: Dr. Bagoff Second: Mr. Trenk Bagoff: Y Wilkes: Absent Johnson (Alt 1): Y Williams: Absent 8/5/2020 Klein: Absent Chairman Weston: Y McCartney: Y Smeraldo: y 7 yes, 2 absent; 1 unable to vote Trenk: Y Wegner: Y SWEARING IN OF PROFESSIONALS e Mr. Grygiel was sworn in DISCUSSION ON RESOLUTIONS Resolution 1: Resolution of the Planning Board Recommending the Amendment of Subsections 25-4 and 25-8.11 of the West Orange Township Land Use Regulations Ordinance Board questions/comments: © Councilwoman McCartney asked how much leverage does the Planning Board have to require compliance with the Resolutions o Mr. Grygiel stated that EV (Electric Vehicle) Charging Stations could become a requirement within the defined thresholds; though, green roofs and solar panels would be a recommendation or a guideline e Mr. Trenk inquired about general use of EV Charging Stations by the public; or if those who install them, regulate their usage co Dr. Bagoff and Mr. Grygiel stated that these EV Stations would be private property; that there would be issues of insurance; and that private businesses could potentially charge a fee for their usage. Adding that an Applicant that would come before us would be asked for their intention on EV Station usage e Mrs. Williams commented that we should be aware that EV Charging Stations are often mapped online, and it should be clear whether or not they would be available to the general public ° Dr. Bagoff suggested that signs should go up at EV Charging Stations saying for whom the stations are intended, and include the related ordinance e Councilwoman McCartney stated that it should be incumbent on EV owners that they not violate private property and/or hours of availability; and should furthermore be clear that EV Charging Station spots are for electric vehicles only, and signage should state such as is included in the Resolution language
