1 Public Meeting – February 7, 2012 The Township Council of the Township of West Orange met in the Municipal Building, 66 Main Street, West Orange, New Jersey at 7:00 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 7, 2011. Roll Call: Present: Councilman Anderton, Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, and Council President Spango Absent: None The Township identified and presented for unanimous consent, Item 5 (Minutes), Item 6 (Communication), Item 7 (Bills) and Item 11 (Certain Resolutions). On motion made by Council President Spango and seconded by Councilman Cirilo, the Consent Agenda was implemented. All members voting “Aye.” Public Comment The Council President stated that this is the scheduled time for the public hearing and asked if there was anyone who wished to be heard. Minutes The Public Meeting Minutes of January 17, 2012 were approved as submitted. Communication Letter from Mayor Parisi regarding the appointment of Ms. Kellman to the West Orange Library Board effective immediately and continuing through December 31, 2013, was received and placed on file. Bills The Bill List was received and ordered paid. Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #10-12 Resolution Authorizing the Subordination of Mortgage for 8 Helen Avenue, West Orange, NJ Resolution #11-12 Resolution Authorizing the Extension of Time Period to Close on the Sale of Township Owned Land Located at Block 176.08, Lot 14, Marmon Terrace, Block 176.08, Lot 8, Arnold Terrace, and Block 176.04, Lot 15.01, Marie & Arnold Terrace for a period of sixty (60) days Resolution #12-12 – Removed Resolution #13-12 Resolution Authorizing Raffle Licenses and Silent Auctions Resolution #15-12 Resolution Authorizing a Contract to Crew Engineers, Inc., 1250 Route 23, North Butler, NJ 07405 to Perform Civil Engineering a Land Surveying Services for the Improvement of Belle Terre Road and Roosevelt Avenue from Belle Terre Road to Lincoln Avenue Director Leonard Lepore commented on the above resolution and responded to questions from Council. Resolution #16-12 Resolution Authorizing a Contract with Hendricks Appraisal Company, LLC, 7 Hutton Avenue, West Orange, NJ to Perform Surveying Services for Block 55.04, Lot 18, 7 Belgrade Terrace in
3 the Amount of $1,500 Resolution #17-12 Resolution Authorizing a Contract with Sun Land Surveying, Inc., 9 Garnet Terrace, Livingston, NJ 07039 to Perform and Appraisal for Block 55.04, Lot 18, 7 Belgrade Terrace in the Amount of $2,500 Resolution #18-12 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey Ordinances on Second and Final Reading – None Ordinances on First Reading Ordinance #2346-12 On motion made by Councilman Krakoviak and seconded by Councilman Anderton, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7- 23.1, TURN PROHIBITIONS, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE – 464 EAGLE ROCK AVENUE AT THER EASTERLY DRIVEWAY, BLOCK 153.14, LOT 33, was taken up on first reading by title only. All members voting “Aye.” The Clerk read the ordinance by title only. Following discussion and on motion made by Councilman Krakoviak and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on February 21, 2012. . All members voting “Aye.” Ordinance #2347-12 On motion made by Councilman Cirilo and seconded by Councilwoman McCartney, AN ORDINANCE AMENDING THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OFWEST ORANGE ESTABLISHING FEES AND RATES AT GINNY DUENKEL POOL FOR THE 2012 SEASON, was taken up on first reading by title only. All members voting “Aye.” The Clerk read the ordinance by title only. Following discussion and on motion made by Councilman Cirilo and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on February 21,

All members voting “Aye.” Ordinance #2348-12 On motion made by Councilman Krakoviak and seconded by Councilman Anderton, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER II, SECTION 2-14.2, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ENTITLED “POLICE DEPARTMENT,” “DEPARTMENT GENERALLY,” was taken up on first reading by title only. All members voting “Aye.” The Clerk read the ordinance by title only. Following discussion and on motion made by Councilman Krakoviak and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on February 21, 2012. All members voting “Aye.” Ordinance #2349-12 On motion made by Councilman Krakoviak and seconded by Councilman Anderton, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER III, SECTION 3-5, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ENTITLED “RULES OF COUNCIL,” “AGENDA,” was taken up on first reading by title only. All members voting “Aye.” The Clerk read the ordinance by title only. Following discussion and on motion made by Councilman Anderton and seconded by Councilman Krakoviak, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on February 21, 2012. All members voting “Aye.” Resolution #14-12 Resolution Authorizing a Renewal of Contract with Goose Control Technology of NJ, LLC Teresa DeNova, Health Officer commented on the above resolution. Following discussion and on motion made by Councilman Anderton and seconded by Councilman Cirilo, the above mentioned resolution was adopted.
5 Councilman Anderton, Councilman Cirilo, Councilwoman McCartney, and Council President Spango voting “Aye.” Councilman Krakoviak voting “Nay.” The Minutes of this meeting are on file in the Office of the Municipal Clerk.
