1 Conference Meeting – September 28, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:37 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown, Mayor Parisi Abdur Yasin introduced the new CERT director, Calogera McCormick who replaced Ken Stele upon his retirement. Ms. McCormick gave an update with regard to CERT. The Council offered their best wishes to Mr. Stele for his service to the Township. (Lepore) q. 258-21 Resolution Authorizing Purchase and Sale Agreement re Prism Properties On motion made by Council President Matute-Brown and seconded by Councilwoman Susan McCartney, the consent agenda was approved. All members voting “Aye.” Resolution(s) removed from the Consent Agenda Resolution 170-21 170-21 Resolution Awarding a Contract for the Providing of Recreational Services, Social Services and Activities to the Residents of West Orange for the Period of January 1, 2021 – December 31, 2021 in the Amount of $40,000.00. for the Community House (Legal-Moon) On motion made by Councilwoman Susan McCartney and seconded by Council President Matute-Brown, the above referenced resolution was defeated. Councilwoman McCartney and Councilwoman Williams voting “Aye.” Councilwoman Casalino, Councilman Rutherford and Council President Matute-Brown voting “Nay.” Ordinances on Second and Final Reading Ordinance 2659-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-19, Through Street and Subsection 7-21.2, Multi-Way Stops Near Schools, Playgrounds and Youth Recreational Facilities of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2660-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, Bond Ordinance Providing for the Acquisition of Real Property Commonly Known as Block 174, Lot 1 from the Crestmont Country Club, by and in the Township of West Orange, County of Essex, State of New Jersey Appropriating $4,700,000 from the Open Space Trust Fund Therefor and Authorizing the Issuance of $4,476,000 Bonds or Notes of the Township

4 All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the above referenced ordinance was approved. All members voting “Aye.” Ordinances on First Reading On motion made by Council President Matute-Brown and seconded by Councilwoman Williams, An Ordinance Amending Chapter 2, Section 14.5 and Establishing Chapter 2, Section 14.9 of the Revised General Ordinances of the Township of West Orange (Appointment of Police Department, Officers and Personnel) was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 12, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion At this time, the Council made their liaison announcements. A discussion took place with regard to the membership of the West Orange Cannabis Task Force. Also discussed were the recycling issues occurring in the Township. At 9:34 p.m., a motion was made by Councilwoman Williams and seconded by Councilman Rutherford the public meeting was adjourned.
