1 Conference Meeting – October 12, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:35 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown Council President Matute-Brown presented the Mayor’s Proclamation on behalf of Metastatic Breast Cancer Awareness Day and #LightUPMBC National Campaign. The Council gave their liaison reports. All members voting “Aye.” Resolution(s) removed from the Consent Agenda Resolution 264-21 h. 264-21 Resolution Authorizing the Township of West Orange, In the County of Essex, State of New Jersey to Issue One or More Series of Non-Recourse Redevelopment Area Bonds in an Aggregate Principal Amount of Not to Exceed $4,500,000. to Fund a Portion of the Project Costs Related to the Essex Green Executive Drive Redevelopment

All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2658-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 2, Section 14.5 and Establishing Chapter 2, Section 14.9 of the
3 Revised General Ordinances of the Township of West Orange (Appointment of Police Department, Officers and Personnel) was taken up on second and final reading. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Council President Matute-Brown and seconded by Councilwoman McCartney, the above referenced ordinance was approved. Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilwoman Casalino and Councilman Rutherford voting “Nay.” Ordinances on First Reading Ordinance 2661-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Williams, Bond Ordinance Providing for Various Capital Improvements In and By the Township of West Orange, in the County of Essex, New Jersey, Appropriating $15,236,000 Therefor and Authorizing the Issuance of $14,510,000 Bonds or Notes of the Township to Finance Part of the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 26, 2021. All members voting “Aye.” Ordinance 2662-21 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, Bond Ordinance Providing for the Acquisition of Various Properties Pursuant to the Downtown Redevelopment Plan, By and In the County of Essex, State of New Jersey, Appropriating $7,000.000 Therefor and Authorizing the Issuance of $7,000,000 Bonds or Notes of the Township to Finance the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 26, 2021. 4 Pending Matters/New Matters/Council Discussion A discussion took place with regard to the Jitney ridership, the sidewalk on Mt. Pleasant Avenue, Strider lights on Prospect Avenue and Ridge Road and what can be done about vehicular accidents in the Township. At 9:48 p.m., a motion was made by Councilwoman Williams and seconded by Councilwoman Casalino the public meeting was adjourned.
