1 Conference Meeting – November 9, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:41 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown John Gross spoke about the Best Practices Inventory Survey. The Council gave their liaison reports. 3 Ordinances on First Reading Ordinance 2664-21 On motion made by Councilwoman Williams and seconded by Council President Matute-Brown, An Ordinance of the Township of West Orange, In the County of Essex, State of New Jersey Providing for a Special Emergency Appropriation in an Amount Not to Exceed $500,00 to Fund Contractually Required Severance Liabilities Resulting from the Retirement of Employees in the Township was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 23, 2021. All members voting “Aye.” Ordinance 2665-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange-Handicapped Parking – 160 So. Valley Rd., 34 Park Terrace, 48 Liberty Street was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 23, 2021. All members voting “Aye.” Ordinance 2666-21 On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 25, Section 40.2 of the Revised General Ordinances of the Township of West Orange (Permits) was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 23, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion A discussion took place with regard to the following: • The Garbage/Recycling Contract • The 90th Birthday of resident Rosary Morelli • 275 Northfield Avenue • Downtown West Orange Alliance-Grant for Study of Ridges, Open Space and the downtown area of West Orange • The hiring of an Economic Developer • West Orange Police Department – Unpaid leave and Scheduling At 9:50 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the public meeting was adjourned.
